The identity of the boda boda rider who has been charged with killing Banissa Member of Parliament (MP), Kullow Maalim in a hit-and-run motorcycle accident has been revealed as Philip Mweteli.

Mweteli was on Friday, March 31 charged before Milimani Senior Principal Magistrate Esther Kimilu, but denied five counts of charges.

He denied that on Saturday, March 25, at the South B area in Nairobi, he drove a motorcycle dangerously whereby he knocked down Maalim who suffered injuries and died while undergoing treatment.

Mweteli denied other counts of failing to report the accident and driving a motorcycle without a license.

The accused was freed on a cash bail of Ksh300,000 with an alternative bond of Ksh500,000 with one surety.

Maalim died on Tuesday evening, March 28 while receiving treatment at the Aga Khan University Hospital in Nairobi.

The National Police Service (NPS) on Wednesday, March 29 revealed that according to police records, the lawmaker was walking from police band lines towards South B Trading Centre on March 25 while waiting to be picked up by his driver.

The police stated that Maalim on striding along Daidai Road within South B at around 10.20 pm when he met his untimely death. It was reported by witnesses that a motorbike rider seemed to have lost control and knocked the Member of Parliament.

"As a result, he sustained head injuries and was rushed to Nairobi South Hospital by good Samaritans and later transferred to Agha-Kan Hospital by family members," the Police report detailed. 

The matter was first reported by witnesses who called the police to track the motorbike rider. 

"The scene was visited and an investigation commenced," police explained, noting that the investigation was at an advanced stage. 

It was reported that the witnesses were not able to record the registration number of the motorbike, but they managed to provide accurate details of the bike and its rider.  

Among those who eulogised the demise of Maalim was President William Ruto.

"I extend my condolences to the family, colleagues, and friends. We have lost a dedicated public servant and a passionate advocate for the people and interests of Mandera County as a whole," he wrote.

"The Late Hon. Hassan Kulow Maalim was an accomplished teacher. After graduating from Siriba Teachers College, he taught at Wajir High School before proceeding to Sheikh Ali School in Rhamu, Mandera County, where he also served as the Deputy Principal.

"Thereafter, he moved to Kigari Teachers College as a lecturer until 1992 when he changed careers and became the Project Coordinator at the Arid Regional Integrated Agency until 1993. Between 2013 and 2015, the Late Hon. Kulow served the country as a Board Member of the Kenya Airports Authority," Speaker of the National Assembly Moses Wetangula mourned Maalim. 

Maalim was first elected to Parliament in 2017 on an Economic Freedom Party (EFP) ticket and defended his seat in 2022 on a UDM ticket. He was serving his second term prior to his demise.

He served in the Departmental Committee on Transport, Public Works, and Housing during his first term. In 2022, he was confirmed as a member of the Public Accounts Committee. He was laid to rest on Wednesday, March 29 in accordance with Islamic religion.
