Director of Criminal Investigations (DCI) Mohamed Amin has confirmed that the investigative agency will summon Nairobi County Chief Officer for Environment Geoffrey Mosiria as he revealed that the investigations will be expanded regarding alleged misconduct involving Nairobi County officials.

This is on the back of an explosive saga between Nairobi County and Kenya Power, the latter drawing national attention after the dumping of waste outside the Stima Plaza gate last week.

While appearing before the National Assembly Departmental Committee on Administration and Internal Security, chaired by Narok West MP Gabriel Tongoyo, Amin disclosed that the DCI was actively investigating the case and had arrested several Nairobi County officials in connection with the incident.

Amin stated that the DCI had summoned Nairobi County Government officials, including Mosiria, to appear and provide statements.

"We shall expand the scope of our investigation, and we are hoping to invite today Geoffrey Mosiria, who is the Chief Officer for Environment, John Malawi (Director of Environment), Tiras Njoroge, Charles Kerich, Maurine Njeri and Nahashon Muguna," Amin stated. 

"On February 25, we were able to arrest the following persons: Augustine Otieno Osore(driver), Moses Gitari, and Alice Okari(machine operator). By the time this issue was raised on the floor of the house, the three were already in our custody."

Amin had weighed in on previous sentiments by Interior Cabinet Secretary Kipchumba Murkomen that contrary to popular belief that the National Police Service (NPS) had not taken action to defuse the situation, they had apprehended several suspected perpetrators and seized some of the vehicles involved.

The DCI has also summoned several other officials to appear, including William Kangongo (Head of Enforcement), Eva Wariuki (Chief Officer of Security and Compliance), James Sankale (Head of Debt Collection Unit), John Antoiti (Revenue Collection Director), Steve Ogesa (Director of Parking), and Fredrick Omolo (Starehe Rural Enforcement).

Meanwhile, Nairobi Governor Johnson Sakaja has confirmed that two senior county officers were interdicted following the incident. The interdicted officers include James Sankale, the acting Director of Revenue Administration, and John Antoiti, the acting assistant Renevue Collection Director. 

“Two officers have been interdicted over the illegal dumping of garbage because this is not what we stand for. On behalf of the staff, I apologize. That should not have happened,” he told the committee, adding, “This is a matter that captured the attention of the whole country. The dumping incident at the KPLC headquarters was very primitive."

Further, he revealed that the two officers who dumped the garbage right outside the Kenya Power offices are under investigation.

Sakaja stated that his Green Army team carried out a clean-up operation both inside and outside Stima Plaza, as well as on the surrounding roads. “We will have measures that will be put in place to prevent such incidents from occurring in the future. We cleaned that area, and also, we will plant flowers for beautification,” he announced.

The session was also attended by Inspector General of Police Douglas Kanja, who termed the dumping of garbage as a barbaric act. Kanja, who was accompanied by Deputy Inspector Generals of Police Eliud Lagat and Gilbert Masengeli, informed the committee that he was on an official trip to Nigeria when the incident occurred.

He confirmed that upon receiving the information, he instructed the Director of Public Prosecutions (DPP), Renson Igonga, to open a criminal investigation file on the matter.

According to the senior leadership of the National Police Service (NPS), charges will be brought against county officials, including sabotage, robbery with violence, illegal waste dumping, and traffic obstruction, in violation of Section 56 of the Traffic Act.

This decision followed reports from Kenya Power employees at Parklands Police Station alleging that they were harassed and robbed of valuables, including mobile phones and money.
