Former SHA CEO Among 9 Arrested In Fraud Scheme
Authorities are also pursuing Elijah Wachira, another former SHA CEO, in connection with the same offence.
Former Acting Social Health Authority (SHA) CEO Robert Ingasira is among nine people arrested on Wednesday over alleged fraudulent claims submitted to the State health body.
Ingasira was apprehended in Naivasha for his suspected role in a Ksh 17.6 million fraud linked to Archprime Medical Clinic in Homa Bay County.
Authorities are also pursuing Elijah Wachira, another former SHA acting CEO, in connection with the same offence.
The suspects face several charges, including conspiracy to defraud under Section 317 of the Penal Code, misappropriation of funds under Section 48(2) of the SHI Act, and abuse of office under Section 101 of the Penal Code.

Those arrested alongside Ingasira over the Archprime Medical Clinic fraud include Rosemary Daraja and Peter Abuna.
In a separate case, Justus Odhiambo Ouma and Vera Atieno Otieno were detained over an alleged Ksh 1.1 million fraudulent claim linked to Vebeneza Enterprise Medical Clinic in Nairobi County.
Meanwhile, at Rachuonyo East Sub-County Hospital, three suspects — Bill Clinton Ochieng, Cynthia Odhiambo, and Phelix Otieno — were arrested over an alleged false claim amounting to Ksh 535,840.
Additionally, Noah Odhiambo Were was arrested for a similar offence involving a Ksh 315,840 false claim at Nyatoto Health Centre.
The arrests followed the Office of the Director of Public Prosecutions (ODPP) approving charges after reviewing case files submitted by the Directorate of Criminal Investigations (DCI).
On September 1, 2025, the Directorate of Criminal Investigations (DCI) received 1,188 case files from the Social Health Authority (SHA) and the Kenya Medical Practitioners and Dentists Council (KMPDC) after a surge of public complaints about rampant fraud in the health sector.
The files targeted individuals and institutions suspected of engaging in healthcare fraud, allegedly attempting to sabotage government efforts to deliver affordable and quality healthcare to citizens.
According to Health CS Aden Duale, the SHA cases were classified into three groups: 24 facilities where fraud was confirmed, 61 with ongoing investigations, and 105 that had been closed by KMPDC but still held SHA contracts.
Wachira was suspended in November 2024 from the role, a move that rendered the position vacant before the appointment of former Health Chief Administrative Secretary (CAS) Dr Mercy Mwangangi to the position, permanently.
"This is to inform you of the Resolution of the Board to appoint Mr. Robert Ingasira as Acting Chief Executive Officer, SHA and NHIF, effective immediately, as Mr. Elijah Wachira proceeds on Compulsory Leave," the authority communicated in a memo.
The Board had at the time cited the need for a thorough inquiry into the CEO's actions during his tenure.
