How Millie Odhiambo Triggered Parliament Chaos Injuring Sabina Chege- Insider

The National Assembly Majority Whip Sylvanus Osoro on Thursday, June 8 uncovered behind-the-scenes events that sparked chaotic scenes in the National Assembly during the ruling by Speaker Moses Wetangula in which he retained Nominated Member of Parliament (MP) Sabina Chege as Deputy Minority Whip.

The South Mugirango Member of Parliament (MP), speaking during a panel interview on Citizen TV, revealed that Suba North MP Millie Odhiambo rose and targeted Chege after Wetangula ruled that he would not allow the ouster of Chege from her position owing to a petition filed in court against the ouster.

According to Osoro, Odhiambo tried to forcefully eject Chege from her seat which manifested into chaotic scenes which were not caught on camera within the House, and a fistfight that led to Sabina Chege allegedly being hit and injured with a bottle.

"What happened is after the Speaker made the ruling, Millie Odhiambo rose from her seat and moved straight to Sabina and tried to pull her from the seat of the Deputy Minority Whip, physically.

"It actually hurt Sabina, she is in hospital as we speak, and it's really very sad," Osoro revealed, without diving into details regarding the hospital she went to.

When pressed by Citizen TV anchor Sam Gituku to reveal the hospital Chege was admitted to, despite muttered opposition against that move, Osoro noted that he reached out to her as a follow-up from the chaotic scenes.

"I have actually communicated with her...she just told me 'I'm still in hospital' and I haven't asked her which hospital in particular but I will ask her," he added.

While Osoro noted that Kenya Kwanza MPs did not intervene in the matter and could have rescued her, the lawmaker criticised the Azimio lawmakers for showing disrespect to the Speaker instead of pulling their weight, revealing that the ruling Kenya Kwanza alliance MPs in the National Assembly on Thursday passed the Budget Appropriation Bill without the input of their colleagues from the minority side.

"The majority did not interfere with whatever happened in the afternoon, it was between the Azimio (minority) side disrespecting the Speaker and they know very well that they don't do that, and that is why they were actually suspended.

"The Speaker is speaking, he is addressing and making a ruling, they are shouting and coughing as though there was kind of influenza...some flu in the house, they're making some drama...and by the way, that is how they lose most of their things. We passed the Budget Appropriation Bill and Kenyans need to know," he revealed.

Osoro lamented that Azimio was lagging behind in their duties, claiming that they were only interested in heckling down Speaker Wetangula during the ruling.

He further went ahead to insinuate that Kenya Kwanza lawmakers will, in the same manner, next week pass the highly controversial Finance Bill, 2023, presumably without their Azimio counterparts even realizing it as they will possibly be focused on something else.

"These guys are not doing their work as the watchdog of the government. We were meant to debate on the Budget Appropriation Bill and that is what was going on on the floor of the house. Azimio is supposed to check the budget estimates as they were brought by the committee on supply, but they didn't do that.

"They were shouting and only focused on a simple thing that they signed voluntarily. They signed a coalition agreement with Jubilee and forgot about the budget and the Appropriation Bill that we passed in the afternoon without their input, and next week, that is how we are going to pass the Finance Bill," he added.

MPs from both sides of the House began hurling insults at each other after the ruling, which forced Wetangula to suspend the sitting for 15 minutes to allow emotions to cool down, but even after the sitting resumed, the jeering continued.

The Speaker was forced to suspend seven MPs for periods ranging from two sittings to two weeks. MPs Odhiambo, Rosa Buyu, Chege and TJ Kajwang will be out of the House for two weeks, while Fatuma Muyanzi and Catherine Omanyo were ordered to stay out for five days, and Joyce Kamene for two sittings.

In response, Minority Leader, Opiyo Wandayi threatened to bring a motion of no confidence in Speaker Wetangula, accusing him of consistently being biased against them.

“Things cannot continue in this manner in this House anymore, and we have decided to bring a motion of impeachment against the person of Moses Wetangula as the speaker, and we expect him to prioritize that motion,” said Wandayi.
