The Public Service Commission (PSC) on Thursday, June 29 opened applications for Kenyans intending to succeed Noordin Haji as the next Director of Public Prosecutions (DPP).

PSC released a notice by Shadrack Mose, who is the Chairperson of the seven-member DPP selection panel formed to nominate qualified persons for an appointment for the position.

Interested Kenyans who meet the required standards are encouraged to apply, with all applications to be submitted by Wednesday, July 12 at 5 pm.

"Pursuant to provisions of Article 157 of the Constitution and section 8(1) -(4) of the Office of the Director of Public Prosecutions Act, 2013, the Selection Panel invites applications from suitably qualified persons to be considered for nomination for appointment to the position of the Director of Public Prosecutions," the notice read in part.

The DPP post fell vacant after Haji took over as the Director General of the National Intelligence Service (NIS) on June 14, following successful vetting and approval by the National Assembly (NA).

Requirements

For appointment to this position, a candidate must hold a law degree from a recognized university, be an advocate of the High Court of Kenya, or possess an equivalent qualification from a common-law jurisdiction.

He or she must have at least ten (10) years of experience as a Superior Court Judge or professionally qualified Magistrate; or have at least ten (10) years of experience as a distinguished academic or a legal practitioner or such experience in other relevant legal fields

Furthermore, the candidate must have held the qualifications aforementioned for a period amounting, in aggregate, to ten (10) years.

He or she must also be of high moral character, integrity and impartiality, meet the requirements of Chapter Six of the Constitution and demonstrate a high degree of professional competence, communication skills, fairness, good temperament, and good judgment in both legal and life experiences and commitment to public and community service.

Terms Of Service

Regarding the terms of service, the Director of Public Prosecutions (DPP) shall hold office for a term of eight (8) years and shall not be eligible for re-appointment.

The salary and benefits entitled to the position of DPP shall be as determined by the Salaries and Remuneration Commission (SRC). According to SRC, a DPP is entitled to a monthly salary of Ksh765,188 which is computed as;

  1. Basic salary - Ksh459,113
  2. House Allowance - Ksh150,000
  3. Market Adjustment - Ksh156,075

PSC added that each application should be accompanied by a detailed Curriculum Vitae, copies of relevant academic and professional certificates and transcripts, a National Identity Card or Passport, testimonials and any other relevant supporting documents.

Posted applications in a sealed envelope clearly marked "Application for the position of the Director of Public Prosecutions" and addressed to: The Chairperson, DPP Selection Panel Public Service Commission, Commission House, P.O. Box 30095-00100 NAIROBI and hand-delivered to the office of the Secretary/CEO on 4th floor of Commission House, on Harambee Avenue, or;
  2. Online via email: [email protected]

"Names of all applicants shall be published on the Public Service Commission website. The names of the shortlisted candidates together with the interview schedule shall be published in the print media," added the notice.

Interested applicants are expected to obtain clearances from the Kenya Revenue Authority (KRA), the Higher Education Loans Board (HELB), A registered Credit Reference Bureau (CRB), and a certificate of good conduct from the Directorate of Criminal Investigations (DCI).

Also included are Ethics and Anti-Corruption Commission (EACC) (Printed Online Self-Declaration Application Acknowledgement Receipt or a Self-declaration Form duly stamped for this Job Application by EACC); and relevant professional bodies and associations, if any.

"Canvasing for this position will lead to automatic disqualification. Women, minorities, marginalized and persons living with disability are encouraged to apply," added the notice.

The 7-member selection panel consists of COTU boss Francis Atwoli and EACC CEO Twalib Mbarak.

Others are Mary Kimonye (Principal Administrative Secretary, State Department for Public Service), Shadrack Mose (Solicitor general), Mary Adhiambo (Secretary - HRM and Development, State Department for Public Service), Roseline Odede (Chairperson of the Kenya National Commission on Human Rights) and Richard Obwocha.
