The Public Service Commission (PSC) has begun the process of replacing Rtd Col. Cyrus Oguna as the government spokesperson.

A notice shared by the PSC on Tuesday, February 7 revealed that the commission is seeking applications from Kenyans for the lucrative role which falls under the State Department of Broadcasting and telecommunications.

Successful candidates will earn a monthly salary of Ksh970,000 including a basic salary ranging between Ksh292,000 and Ksh576,000.

They are also entitled to a house allowance of Ksh100,000 a month, entertainment allowance of Ksh100,000 a month, extraneous allowance of Ksh100,000, and domestic servants allowance of Ksh100,000, all coming to a total of Ksh400,000.

Also, the officeholder receives a leave allowance according to the existing rates in the Civil service. Other benefits include medical cover and 30 working days of leave per financial year.

In total, a government Spokesperson can earn a monthly salary of at least Ksh692,765 and at most Ksh976,120 per month.

The successful candidate shall have an office domiciled at the Ministry of Information, Communication and the Digital Economy under the State Department for Broadcasting and Telecommunications.

Requirements

A candidate interested in applying for the Government Spokesperson job should be a Citizen of Kenya and have served as a media or communication practitioner for at least 15 years, with a minimum of three years in a Director-level position.

The candidate must also have a bachelor's degree in Public Relations, Journalism, Communications, Media Studies, Social Sciences, or a related field from a recognized Kenyan university. A master's degree in a related field will be an added advantage.

Kenyans interested to apply should also have excellent communication skills and a deep understanding of the national development goals, policies, and objectives.

They should be fluent in English and Kiswahili and be a member of a relevant professional body, if applicable.

Applicants should also meet the requirements of Chapter Six of the Kenyan Constitution and demonstrate their ability to think strategically.

Duties

A government spokesperson's main duties are to communicate government policies, programs, and initiatives to the public through media channels, represent the government in a positive and professional manner, and provide timely and accurate information.

He or she will also create partnerships with media and community organizations, publicize government programs, respond to inquiries from journalists, draft official statements, represent the government at public events, monitor news coverage, collaborate with other government agencies, and advise decision-makers on public relations and media strategies.

How To Apply

Interested and qualified persons were advised to submit their applications online through the commission's website www.publicservice.go.ke on or before February 27, 2023.

The successful candidate will replace Col.(Rtd) Oguna who is now the chief of staff in Siaya County. He was one of former President Uhuru Kenyatta's officials and was appointed to the role on May 7, 2019, replacing Eric Kiraithe.

Oguna rose to prominence due to his capacity as the person in charge of the Kenya Defence Force (KDF) Public Affairs office and Spokesman for KDF at the onset of Operation Linda Nchi, a position he held between 2011-2013.

He was in charge of publicising the Kenya Defence Forces (KDF) through constant updates to Kenyans on the progress of the war in Somalia.

Other past holders of the office include Alfred Mutua and Muthui Kariuki.
