Elgeyo Marakwet Senator and Roads, Transport and Public Works Cabinet Secretary (CS) nominee Kipchumba Murkomen became the first to appear before the National Assembly Committee on Appointments on Wednesday, October 19.

Murkomen revealed that he is worth Ksh550 million, which is composed of two properties in Nairobi and Eldoret as well as parcels of land in some parts of the country.

He also listed his machinery, which includes a wheelbarrow.

“I am worth an estimated figure of Ksh550 million, made up of majorly properties; my house in Nairobi, another one in Eldoret and 2 parcels of land in Trans Nzoia, parcels of land in Narok, Kajiado, and Nairobi apart from where I live.

“I have a bit of machinery; vehicles, and a wheelbarrow, but cumulatively that comes to about Ksh550 million,” Murkomen said.

He added that his sources of income include his law practice, salary at the Senate and farming.

“I practise law under the firm of SMS Advocates LLP which is one of the primary sources of income. Of course, I have been earning a salary from my job as the senator of Elgeyo Marakwet county and I also do a bit of farming,” he said.

Murkomen represented African business firms in Washington DC before Congressional Committees and lobbied for good business laws and regulations through his law firm. He also negotiated trade agreements for African countries on the African Growth and Opportunity Act (AGOA).

The senator drafted the first Water sharing agreement in Kenya between the Government of Kenya and the KFW Development Bank in Trans Nzoia.

When Murkomen First Met Raila

He further noted that former Prime Minister Raila Odinga had welcomed him to national politics by nominating him to sit in the task force on the devolved government shortly after the promulgation of the 2010 Constitution.

This allowed him to serve alongside Musalia Mudavadi, who was the Deputy Prime Minister at the time, in the task force mandated to lay the foundation for devolution in Kenya.

“Raila Odinga nominated me to sit in the task force on devolved government. I  served in that task force again with Mudavadi (Prime Cabinet Secretary nominee), and that must have been my most notable contribution to devolution because we came up with six laws on matters of devolved governance,” he noted.

Murkomen's Promises When Appointed CS (in quotes)

I promise if approved that as a ministry, to put in place a policy to progressively construct an airstrip in every county (from the current 13).

If approved, I can assure you I will work for Kenyans to receive infrastructure and no part of this nation will be denied infrastructure because of the political choices made.

If you are a shoddy cowboy contractor we will list you, we will put that list online and make it accessible to other contractors so that you don't get any other work in Kenya.

There will be no connection between the minister and contractors, the connection of the minister is with the people of Kenya, the Parliament and appointing authority.

State capture is the use of state power to benefit a few individuals, I will make sure that I dismantle those agents of state capture and return resources to the people of Kenya so that they can benefit.

My first responsibility when I get into office is to find where the SGR agreement is and give it to the people of Kenya through Parliament. If the port is exposed we shall know it is exposed.

My focus is to ensure that there is equity in the distribution of roads in the Republic of Kenya. It is my responsibility to eliminate ‘mwisho wa lami’ across the country. Roads connecting counties will be tarmacked

If I am approved, I will ensure that the Kenya National Highways Authority (KeNHA) deploys the latest technology on the clearance of goods.

We will work with National Transport and Safety Authority (NTSA) to ensure smart driving licenses are rolled out across the country and also privatise car inspection. We will also make sure all driving schools are registered, monitored and supervised.

We must make non-motorised transport because it is the highest number of traffic in the country. We must make sure that every contractor must include cycling paths, walking paths and severe punishment for traffic offenders.
