Former Energy Cabinet Secretary and current National Security Advisor Monica Juma and former Inspector General of Police Joseph Boinnet were handed new roles in President William Ruto's government.
In a Gazette Notice Volume CXXV No.60, the Chief of Staff and Head of Public Service Felix Koskei confirmed that Amb. Juma was confirmed as the Secretary of the National Security Council.
On his part, Boinnet was confirmed as the Deputy National Security Advisor. Both appointments took effect on March 6, 2023.

“It is notified for the general information of the public that the National Security Council has appointed Monica K. Juma to be the Secretary of the National Security Council.
“It is notified for the general information of the public that the National Security Council has appointed Joseph Boinnet to be the Deputy National Security Advisor,” the statement read in part.
The National Security Council consists of the President, the Deputy President and cabinet secretaries for Defence, Foreign Affairs, Internal Security, the Attorney General, and the Chief of Kenya's Defence Forces.
The Director General of the National Intelligence Service and the Inspector General of the National Police Service are also members of the Council.
The President presides over all the meetings of the Council whose mandate is to exercise supervisory control over national security organs and perform any other functions prescribed by Parliament. Article 240 of the Constitution states that the National Security Council shall report annually to Parliament on the state of the security of Kenya.
“The Council may, with the approval of Parliament, deploy national forces outside Kenya for regional or international peace support operations or other support operations and approve the deployment of foreign forces in Kenya,” the law states.
Boinnet contested the Elgeyo Marakwet gubernatorial seat in the August 2022 election but was beaten in the UDA preliminaries by Wisley Rotich, who went all the way to clinch the county seat.
He resigned from former President Uhuru Kenyatta's government as Chief Administrative Secretary (CAS) in the Ministry of Tourism in 2019, coming after his role as IG.
The secretary of the council is mandated to record proceedings of the council and is responsible for all records, minutes and documents of the Council. Juma will additionally spearhead the preparation and circulation of the agenda for the meetings and arrange the business of the Council.
Juma was appointed to serve as an advisor to the NSC in 2022 by President Ruto, having served in different capacities in Uhuru's government. She was first appointed as the CS for foreign affairs in 2018 before replacing Raychelle Omamo two years later as the CS for Defence before being appointed to head the Energy docket in 2021.
Earlier in 2022, she withdrew her candidature from the race for the secretary general position of the Commonwealth citing division.
