The Public Service Commission (PSC) on Wednesday, August 17 gave Deputy President William Ruto 9 advisories on the formation of a new government after he was declared president-elect.

PSC chairperson, Anthony Mwaniki Muchiri stated that the advisories would help make easier the transition of the next administration and enhance its service delivery to Kenyans.

Muchiri added that the advisories focus on the central aspect of the commission as enshrined in the Constitution of Kenya on setting up among others, government structures.

“The brief, which is intended to support a seamless transition by the outgoing administration is segregated into nine advisories and reflects the centrality of the commission as set out in the constitution on matters related to establishing government structures, appointments and the Human resource function for both incoming National and County Administrations,” Amb. Muchiri stated.

Some of the advisories include a fit-for-purpose structure for a new government, recruitment and selection of Principal Secretaries as well as the appointment letters for Principal Secretaries.

Also included is the delegation instrument and vesting of the role of the authorized officer.

The chair also gave an advisory on the high-level induction programme for Cabinet Secretaries and Principal Secretaries, the exit of serving Principal Secretaries and management of the existing cohort of advisors and other auxiliary staff.

In addition, PSC also issued an advisory on devolution, intergovernmental relations and modalities for the transition of staff from Nairobi Metropolitan Services (NMS) and related matters upon the lapse of the Deed of Transfer by NMS.

The NMS was formed on March 9, 2020, following an agreement that led to the transfer of four core functions from the Nairobi City County Government to the National Government. Nairobi County was at that time under the leadership of Mike Mbuvi Sonko.

The PSC also gave an advisory on re-institutionalization and re-invigoration of performance management, reform and transformation in the Public Service.

Ruto is set to be sworn in on Tuesday, August 30, that is if no petition is filed at the Supreme Court by Monday, August 22 challenging his victory in the polls.

During a meeting with elected leaders under the Kenya Kwanza coalition, Ruto promised to create professionalism in the public service, urging government officers who were forced to take political sides in the just-concluded elections to back away.

"I want to commit that public service will be professional and serve Kenyans equally. I am asking all public servants who have been forced to take political positions in the just concluded election to step back," he noted.

"Public service will be a very important tool in the delivery of govt programs and services. I expect the public service to serve Kenyans equally without any preference for communities and political affiliations."
