Nairobi County Governor, Johnson Sakaja, read the riot act to two county employees and instituted disciplinary action against them for failing to adhere to orders.

Speaking during the launch of the Nairobi City County El-Nino Preparedness Plan 2023 on Monday, September 11, the county chief instituted punishment on the two employees who are among a cohort of hundreds recruited to clean the city.

Ibrahim Auma, County Executive Committee Member (CECM) for  Green Nairobi (Environment) had asked all new recruits to stand up and affirm that they will take responsibility for the cleanliness of Nairobi.

However, two of the new recruits did not stand, a matter which angered the Governor.

When he took to the podium for his address, Sakaja affirmed that Nairobi County has set its standard of values that must be adhered to by all employees, including discipline which was non-negotiable.

“We will not tolerate lack of discipline. It starts today. When Ibrahim told people to stand and say 'Usafi wa Jiji Jukumu Langu’ I saw two gentlemen who did not stand up,” the governor pinned down the staffers.

“On your first day at work, CECM start them on disciplinary. Either that or you do not get your letters.”

Sakaja cautioned that despite the employees being recruited en masse, each of them will be subjected to individual appraisals where they will have to prove their worth to the county.

This, he noted, would be achieved through mechanisms put in place to ensure that no employee hides behind a crowd.

“If given a section to work, do your work. You have been hired as an individual,” he warned.

Sakaja then instructed Ibrahim, the Green Nairobi CEC, to report to him the action he will take on the new recruits and should they not provide a satisfactory answer on why they disobeyed orders, Sakaja directed that they be replaced immediately.

Nairobi Prepares For El Nino Rains

Meanwhile, the Nairobi County government unveiled a preparedness plan for the El Nino rains predicted by the Kenya Meteorological Department, which will be experienced in many parts of Kenya from September 2023 to January 2024.

To prepare for the rains, the Nairobi County government put in place a marshal plan that will ensure Nairobi residents are protected during the heavy downpour.

“The first and most important measure is the cleaning and draining of our drainages to avoid flooding. The recruitment of 3,500 environmental officers to clean and unclog the drainages goes a long way to ensure our preparedness for the El Nino rains,” Sakaja unveiled the County’s plan.

The governor further tasked the directorate in the construction sector to map out unsafe buildings, where residents will be evacuated before the flooding begins.

“We will identify buildings that pose a flooding threat and we will act accordingly, without fear or favour," he affirmed.

Another measure that the county government is taking is setting up an emergency number for residents to report El Nino emergencies, a number which will be announced later. 

The County government has also committed to reducing ambulance response time to nine minutes. 

“We've bought 27 new work trucks, fire trucks, flushing units, ambulances, excavators and exhausters,” Sakaja added.
