The Nairobi City County Council Alcoholic Drinks Control and Licencing Board has ordered the closure of 43 clubs, among them Loft and Quiver Lounges as well as Memphis Restaurant all located along Thika Road.

Director of Liquor Licensing Hesbon Agwena earmarked the long list of city clubs in a letter to county technical teams including security, health officials and the National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA) on Monday, October 3.

Hesbon revealed that the County Liquor Board had received complaints about excessive noise and vibration on licensed liquor premises from various resident associations and the general public, leading to inspection due to non-compliance.

“The complaints have also been received by the County Environment Compliance and Enforcement officers and despite arrests and arraignment in court, the proprietors have refused to comply and continue to contravene the stipulated licensing conditions,” Hesbon wrote in the letter.

Hesbon directed the aforementioned teams to work with NEMA and urban planning officials to shut down the clubs and revoke their licenses.

“By a copy of this Memo you are instructed to start the process of cancellation, revocation and closing down the under-listed premises as per the provision of the Nairobi City County Alcoholic Drinks Control and Licensing Act 2014 in line with Section 21(1) and 35 (3),” Hesbon said.

This comes after 26 people were arrested on Saturday, October 1 following a police raid that targeted five entertainment joints allegedly causing noise pollution and selling banned Shisha in Nairobi's Kilimani area.

The operation was conducted by police in conjunction with the National Environment Management Authority (NEMA) and Nairobi County officials after residents complained about noise pollution and obstruction caused by customers frequenting the joints.

Among the clubs targeted included Oyster Bar, where the manager and 14 operators were arrested. Police also confiscated 20 pots of shisha. 

Other joints that were raided include Onyx Bar, Bar Next Door, Club 909 and Kettle Bar where 11 people were arrested and 15 pots of Shisha were confiscated.
