Prof Paul Wainaina, who was sacked by the Kenyatta University Council as Vice-Chancellor (VC), is among 42 members appointed to the education reforms task force to review Competency Based Curriculum (CBC) as announced by President William Ruto.

The task force will be led by chairman Raphael Munavu with renowned teacher, Peter Tabichi and Wainaina's University of Nairobi counterpart, Stephen Gitahi Kiama.

"It is notified for the general information of the public that William Samoei Ruto, President of the Republic of Kenya has appointed a working party on education reform," a Gazette Notice read in part.

The task force will assess before recommending the appropriate structures to be adopted and implemented in CBC. 

Other members of the task force include David Some, Halima Saado Abdilahi, Ciriaka Gitonga, Purity Mbaabu, Edward Katue Nzinga, Virginia Wahome, Robert Juma Wamalwa, Charles Kyalo Mutinda, Anthony Cheruiyot Sitienei, Bishop Geffrey Waweru Gichoki, Rev Seline Chepngeno Ronoh, Laila Abubakar, Daniel Otieno Randa, John Kamiti Munyua.

Also sitting on the committee are Kizito Wangalwa,  Augusta Mwihaki Muthigani, Peter Barasa, Ahmed Yussuf, Jone Mose, Hassan Mwakimako, Lynette Mwende Ndile, Wilson Kogo and Stephen Mbugua Ngari.

Among the duties of the task force will be; 

  1. To cause and undertake a summative evaluation of Kenya's Competency-Based curriculum (CBC)
  2. To assess and recommend an appropriate structure to implement the CBC.
  3. To study all laws governing the basic education subsector and make recommendations for review of these legislations with a view to addressing duplication, ambiguities, efficiency constraints and improving linkages.
  4. To review and recommend an appropriate financing framework including capitation and minimum essential package grants for all levels of basic education. 
  5. To review and recommend equitable access to education, especially for those facing social, economic and geographic marginalization, vulnerable populations, children, and persons with special needs. 
  6. To review and recommend an appropriate framework for the management and coordination of bursaries and scholarships for secondary school students. 

The task force will also evaluate university education in the country, with a specialisation in governance, training and deployment of lecturers and students.

"To study all laws governing the tertiary education subsector and make recommendations for review of these legislations to streamline effectiveness and efficiency in the subsector.

"It will also recommend a framework of operationalizing the National Open University of Kenya and a framework on Open, Distance and E-line learning (ODEL)," added the Gazette notice.

It will also review and recommend legislation to facilitate the amalgamation of the Higher Educations Loans Board (HELB), TVET and University Funding Boards with a view to harmonizing and merging all tertiary education funding entities. HELB reforms were part of Ruto's promises during his campaigns.

Wainaina was terminated by the KU council and his announcement was made on the same day that Ruto was declared president following the 2022 general elections.

He stepped down from his role after refusing to give up part of the university land to the government for the World Health Organization (WHO) project.
