Registrar of Political Parties Anne Nderitu on Wednesday, July 12 gazetted East Africa Legislative Assembly (EALA) MP Kanini Kega as the new Jubilee Party Secretary General, officially replacing Jeremiah Kioni.

In the Kenya Gazette notice, Nderitu also announced the following changes to Jubilee; Eldas MP Adan Keynan will be the National Chairperson replacing David Murathe, Kitui South MP Rachel Nyamai the new National Treasurer and Isiolo Woman Representative Mumina Bonaya will be the Women League National Chairperson.

"In exercise of the powers conferred by section 20 (1) (c) and (e) of the Political Parties Act, 2011, the Registrar of Political Parties gives notice that Jubilee Party intends to effect changes on their particulars as follows," read the notice in part.

Isiolo Senator Fatuma Dullo will be the Senate leader, her Lamu counterpart Joseph Githuku Kamau the Senate Chief Whip, Nakuru Town West MP Samuel Arama will lead the party affairs in the National Assembly, and Nominated Member of Parliament (MP) Sabina Chege will be the National Assembly Chief Whip.

The Registrar also gazetted Bahati MP Irene Njoki, nominated senator Margaret Kamar and Nyamira County Woman Rep Jerusha Momanyi as Jubilee Party National Executive Committee (NEC) members.

Nderitu asked anyone opposing the changes to the Jubilee leadership to inform the Registrar of Political Parties within seven days through a written submission.

“Any person with written submissions concerning the intended changes by the political party shall within seven (7) days from the date herein, deposit them with the Registrar of Political Parties,” the notice read in part.

The seven-day window offers the Kioni-led faction alongside retired President Uhuru Kenyatta a last chance to regain control of the former ruling party before the changes take effect officially.

On Monday, July 10, the Political Parties Dispute Tribunal upheld the decision by the Jubilee National Executive Committee (NEC) to ouster Kioni as well as former vice chairperson David Murathe, meaning they lost their jobs pending the expiry of the grace period.

Kioni on Tuesday, July 11 however claimed to have possessed a judgement that was set to be delivered on the same day, in response to a case he filed challenging his ouster from the Jubilee Party.

He claimed that the Kanini Kega-controlled Jubilee faction was taking the Judiciary hostage despite denial from the latter, claiming to be in possession of the document that was set to be read in response to the Political Parties Dispute Tribunal ratifying Kioni's ouster.

“We have the letter from the tribunal, which will be delivered today at the High Court, complaining about the availability of judgement, especially those by the majority because the minority judgements are not delivered ahead of time,” he lamented in remarks which could draw the wrath of government allies as well as the attention of investigative agencies.

The former Ndaragwa lawmaker also highlighted flaws of the ruling which he termed as bias, alleging that Kega's team had furnished Kioni with the judgement via social media, despite copies of the judgement availed to newsrooms after the ruling was made.

Kioni further expressed his intention to move to the High Court to appeal the Tribunal decision that upheld his removal from office, claiming that the ruling was illegal.

In a reassuring statement addressed to his supporters, the former secretary-general emphasised that he was firmly in control of the party structures despite the setback, even though he played coy with the sentiments which might be projected as contempt by Kega and his allies.
