President William Ruto has reassigned eight Principal Secretaries (PS) to various ministries during his Cabinet reshuffle, the first he has done since assuming office on September 13, 2022.

In the latest government shakeup announced on Wednesday, October 4, the reshuffle through a Notification of a Presidential Action signed by Head of Public Service Felix Koskei sees the PSs allocated new posts in the Head of State's latest bid to deliver on his pre-election promises to Kenyans through a robust Cabinet.

They are as follows:

  1. Ruto transferred Harsama Kello from the State Department for Crop Development to the State Department for ASALs and Regional Development.
  2. Julius Korir was reassigned to the State Department for Water and Sanitation from Cabinet Affairs.
  3. Geoffrey Kaituko, who previously served in the State Department for Labour and Skills Development, has been transferred to the State Department for Shipping and Maritime Affairs.
  4. Shardack Mwadime assumes the role of PS for the State Department for Labour and Skills Development, from the State Department for Shipping and Maritime Affairs.
  5. Paul Ronoh, the Water PS, has been reassigned to the State Department for Crop Development
  6. Idris Salim Dokota moves from the State Department for The ASALs and Regional Development to the State Department for Cabinet Affairs.
  7. Anne Wang'ombe, the PS for Performance Management and Delivery Services, has been transferred to the State Department for Gender and Affirmative Action.
  8. Gender PS Veronica Nduva will now head the State Department for Performance and Delivery Management.

In November 2022, President Ruto appointed 51 PSs in his Cabinet to assist the CSs in performing their duties.

However, this does not represent the first time a reshuffle has affected the PSs. On Tuesday, May 16, President Ruto initiated a re-organisation in his government that saw seven Principal Secretaries (PS) reshuffled.

Ruto appointed two new PSs in the Ministry of Health following the termination of Public Health PS Dr Josephine Mburu and the re-assignment of Peter Kiplagat Tum. 

In a statement signed by Head of Public Service and Chief of Staff, Felix Koskei, Ruto assigned Tum the docket of the Ministry of Sports from the Ministry of Health.

Harry Kimtai joined the Ministry of Health as PS Medical Services after being moved from Livestock PS at the Ministry of Agriculture.

Mary Muthoni Muriuki, who served as the Interior PS in charge of the Correctional Services, was moved to PS Public Health & Professional Standards at the Ministry of Health.

Former Forestry PS Ephantus Kimani was transferred from the Ministry of Agriculture to the Ministry of Irrigation as Water PS. 

Jonathan Mueke was transferred from Sports to the Ministry of Agriculture to serve as PS Livestock.

Ruto appointed Gitonga Mugambi as PS Forestry from Water, where he was PS Irrigation.

Esther Ngero moved to Interior as PS Correctional Services from the Office of the Prime Cabinet Secretary, where she was PS Performance Management. Ngero would however resign from her role for personal reasons.

"His Excellency The President has received and accepted with regret the resignation of Esther Ngero, Principal Secretary for Correctional Services, who is leaving office for personal reasons.

"The outgoing Principal Secretary was recently reassigned from the State Department for Performance Management & Delivery Services in the Office of the Prime Cabinet Secretary to the State Department for Correctional Services within the Ministry of Interior & National Administration," read the statement in part by Koskei.
