Ruto Appoints Suspended KEMSA CEO As Deputy Ambassador
Ramadhani was among 14 deputy ambassadors whose appointments were announced on Wednesday, October 4 in a major shakeup of the Kenya Kwanza government.

President William Ruto appointed suspended Kenya Medical Supplies Authority (KEMSA) Chief Executive Officer (CEO) Terry Ramadhani as the deputy ambassador to India, nearly five months after suspending her over a flawed procurement process at the State agency.
Ramadhani was among 14 deputy ambassadors whose appointments were announced on Wednesday, October 4 in a major shakeup of the Kenya Kwanza government.
She was suspended on May 15, 2023, by Health Cabinet Secretary Susan Nakhumicha alongside other staff members serving within the Ministry of Health (Martin Wamwea, Lenson Kariuki, Dr Pauline Duya, Livingstone Njuguna, Dr Charles Kariuki, Justus Kinoti, Cosmas Rotich and Anthony Chege).
The Head of State also nominated 31 ambassadors who will be subjected to vetting by Parliament before they can be appointed.

The picks consist of a mix of Ruto's loyal allies and technocrats who will be mandated with maintaining diplomatic relations with the receiving state and promoting foreign policy strategies through international organizations.
An ambassador's work can change every day, but they typically spend the majority of their time in meetings. They meet with other ambassadors and government officials to discuss the country's position and interests.

Ramadhani was ousted following a scandal at KEMSA that left the country on the verge of losing Ksh.3.7 billion worth of anti-malaria nets from the Global Fund.
Ruto resultantly appointed Irungu Nyakera as the Chairperson of the Board in accordance with the procedure set out under Section 5(1) (a) of the Kenya Medical Supplies Authority Act.
The Global Fund
The Global Fund was forced to cancel a Ksh3.7 billion mosquito nets tender owing to KEMSA's irregular procurement process.
The foreign agency had discovered irregularities on KEMSA's part during the procurement of the long-lasting insecticide mosquito nets, raising an issue with KEMSA's technical evaluation committee report, citing multiple procurement gaps, including lack of pagination, contention on request for a manufacturing certificate from a manufacturer, and lack of uniformity in identifying the winning and losing bids.
In the report where KEMSA had identified Partecea East Africa as the winning bidder, the Global Fund audit found that none of the bids was responsive.
Ramadhani however defended the alleged bungled procurement tender, as claimed in the Global Fund's audit, and insisted that the authority’s technical evaluation report was factual, during an interview with Citizen TV.
The saga wound up costing Josephine Mburu's job as the Principal Secretary of the State Department for Public Health and Professional Standards. She became the first-ever PS in Ruto's government to be terminated while in office and the only member of Ruto's executive to be terminated while in office so far.
