Kenya is on track to finalize a major financial agreement with the United Kingdom, paving the way for the development of the massive 438-acre Nairobi Railway City project.
Prime Cabinet Secretary Musalia Mudavadi, who was in London for the Sudan Conference, led a top-level Kenyan team in talks involving the National Treasury and UK Export Finance (UKEF).
According to a statement from his office, the agreement marks a significant step toward realizing the ambitious project, which aims to transform Nairobi into a modern, transit-oriented urban center and reshape its core transport and commercial infrastructure.
With funding now secured, groundwork is expected to kick off soon, unlocking billions in investment to boost rail and bus systems while fueling economic growth in the capital.

"Mudavadi will lead the government delegation in the agreement on the financing terms for the construction of the 438-acre mega Nairobi Railway City program, between the Ministry of the National Treasury and United Kingdom Export Finance (UKEF)," a statement from the Prime CS's office read.
"In the busy week, Dr. Mudavadi will oversee the completion of Kenya's obligations to enable the implementation of Nairobi Bus Rapid Transit Line 3, Nairobi Commuter Rail Line 2, and Nairobi Commuter Rail Line 5. The completion will be announced at the next Government of Kenya/G7+ Transport Heads of Mission meeting co-chaired by the Office of the Prime Cabinet Secretary and British High Commission on 28th April 2025."
Mudavadi stated that these projects are integral to the government’s wider plan to upgrade and modernize Nairobi’s aging transport system, which has long required significant improvements.
The formal announcement of the completed obligations is set for April 28 during the upcoming Government of Kenya/G7+ Transport Heads of Mission meeting.
This high-level event, co-chaired by the Prime Cabinet Secretary’s office and the British High Commission, is expected to be a key milestone in Kenya’s infrastructure transformation journey.
Mudavadi's trip to London for the Sudan Conference seeks to bolster peace in the volatile Sudan. Following the invitation of the UK government, the PCS will present Kenya's position on regional peace and security in the Greater Horn of Africa, particularly the conflict-ridden Sudan, which is now entering its third year unabated and has led to thousands of deaths and millions of people, including women and children,n displaced.
"Since the conflict began, Kenya has welcomed every key Sudanese stakeholder from both sides of the divide including top Sudan Armed Forces (SAF) and Rapid Support Forces (RSF) leaders, special envoys for the parties, representatives of local communities, civil society, political parties, and armed movements in a bid to bring an end to the war," added the statement.
In a press release issued Sunday, Sudan’s Ministry of Foreign Affairs criticized Kenya for its plans to host the RSF, accusing it of enabling a "genocide campaign" targeting specific ethnic groups in Darfur.
Sudan argued that Kenya had ignored widespread condemnation of the RSF from bodies like the United Nations Security Council and the African Union, choosing to proceed with its decision despite the global outcry.
