Deputy President Rigathi Gachagua on Sunday, October 2 termed former Director of Criminal Investigations (DCI), George Kinoti, as a drama queen who spent the majority of his four-year tenure on press conferences.

Speaking to Citizen TV, Gachagua accused Kinoti of generating confusion regarding the investigative agency which is mandated to carry out its duties in secrecy.

The second in command cited Kinoti's frequent press briefings as a matter that endangered the secret operations of the DCI.

Gachagua's comments came during the same time he listed the qualities the government is looking for in an upcoming Director of Criminal Investigations.

"We are looking for a professional DCI, not a politician, not a drama queen. Why DCI officers are in civilian clothes is because they are supposed to be discreet so that they are able to carry out investigations in a discreet manner but we had a DCI who was always in the press. He made a whole confusion about the DCI," said Gachagua.

The former Mathira MP made it crystal clear that the government is seeking a professional to fill the role situated at the top of the DCI and not an individual who will waste time on unnecessary pressers and drama.

"We want a professional DCI who will not spend his time on drama, on the press and will investigate cases properly get evidence, take them to court and get a conviction. The details of the investigation should also be known by the press from the charge sheet on the date the plea is being taken," he added.

He cited the National Youth Service (NYS) graft scandal where he claimed that the DCI was incompetent in handling the case which saw a lot of money unaccounted for.

"You remember there is a time they said that Ksh9 billion has been stolen from NYS then they took someone to court for Ksh80 million and people were asking what happened to the rest.

"We want a DCI who is not a drama queen. We want a DCI who is discreet and professional to back the IG and we want the IG to take charge," he said.

The National Police Service Commission (NPSC) appointed Massa Hamisi Salim to the role on an interim basis as the hunt for a suitable candidate to succeed Kinoti nears. He will hold the post for the next 14 days pending the announcement of Kinoti's successor.

In a job advert posted on Thursday, September 29, the commission indicated that it is mandated to recommend to the President persons for appointment as Director of Criminal Investigations.

President Ruto made public the announcement of Kinoti's resignation during a media briefing at State House in Nairobi when he unveiled his new-look Cabinet on Tuesday, September 27.

"I have received the resignation of DCI Kinoti. I have directed the National Police Service (NPS) to proceed with advertising that position. Meanwhile, they should get somebody to act in that position," he said.

NPSC, therefore, invited applications from suitably qualified persons who wish to be considered for the position of Director of Criminal Investigations.
