The Independent Electoral and Boundaries Commission (IEBC) has invited applications for accreditation of qualified organisations to serve as voter education facilitators, election observers, and media personnel for the forthcoming by-elections and other electoral events planned for the 2025/2026 financial year.

“The Independent Electoral and Boundaries Commission (IEBC) invites applications from organisations wishing to be accredited as Voter Education Providers, Election Observers or Media Practitioners for the upcoming by-elections and other planned electoral activities in the 2025/2026 Financial Year," the commission announced in its notice.

It added that the deadline for submission is Friday, September 5, 2025, at 5:00 p.m., and called on all interested organisations to submit their applications on time and in full.

The commission stated that applications must be submitted online via the IEBC Accreditation Management System (AMS) portal, which is available on its website. 

IEBC advised applicants to ensure they have a reliable internet connection when uploading their documents to the portal and warned that late or incomplete submissions would be rejected.

For organisations seeking accreditation as voter education providers, the commission instructed them to obtain a Physical Address Authentication Form from the relevant county election manager’s office.

The form must be completed, signed, and stamped by the County Election Manager, then scanned and uploaded together with the other required documents to the AMS portal.

The commission stressed that only accredited organisations would be allowed to participate in electoral activities as per the law and its guidelines.

It also announced plans to train all accredited groups and provide them with Accreditation Certificates, Identification Badges, and other necessary support materials before they begin their work.

Currently, 23 by-elections are pending nationwide—one for a Senate seat, six for National Assembly seats, and 16 for Member of County Assembly positions.

However, the IEBC explained that the National Assembly and Senate by-elections cannot proceed until the Speakers of Parliament issue writs declaring the vacancies, as previous writs have expired.

“We will engage the Speakers of the respective Houses of Parliament to address this matter. Once the necessary writs are received, the Commission will move swiftly to announce and conduct the by-elections,” IEBC stated in an earlier statement.
