IG Kanja, DCI Amin Summoned Over Missing Lawyer Ndiangui Kinyagia
The application was filed after Kiangui had been missing for more than a week, sparking concerns of a possible enforced disappearance.
The High Court has directed Inspector General of Police Douglas Kanja and the Directorate of Criminal Investigations (DCI) to present advocate Ndiagui Kinyagia, who has been missing for 10 days.
Failure to do so, the IG and his DCI counterpart, Mohamed Amin, must appear in court tomorrow, Tuesday, July 1, to show cause why Kinyagia cannot be produced in court.
Presiding over the matter, Justice Chacha Mwita stated, "This is an application of habeas corpus touching on a Kenyan who is a human being...I have taken into account the fact that the second applicant has not been found for 10 days and that the life of a citizen is in danger."
The court ordered that the application be served to the respondents by the end of business on Monday, June 30, with their replies expected within seven days.
In a firm ruling, Justice Mwita instructed the IG to either present Kiangui in court or give a credible explanation by Tuesday at 11:00 a.m. during an in-person mention of the case.

This comes after Amnesty International Kenya called for the immediate release of the blogger and activist who has been missing since Saturday, June 21, after an alleged raid on his home in Kinoo, Kiambu County.
Amnesty Kenya on Friday, June 27, blamed officers from the Directorate of Criminal Investigations (DCI) for his abduction, insisting that Kinyagia should either be freed or brought before a court of law, rather than being held incommunicado.
"Free Ndiangui Kinyagia. He was last seen on June 21 after a reported raid by DCI officers at his home in Kinoo. We call for his immediate release. If he is accused of any crime, let him be presented before a court of law, not held incommunicado," Amnesty Kenya posted on X.
On Monday, June 23, the family of Kinyagia, a 31-year-old IT expert and outspoken online commentator, revealed troubling circumstances surrounding his disappearance.
Multiple accounts highlighted that up to 10 Subaru vehicles thronged his residence on Saturday, June 21, with officers breaking into it. Kinyagia was revealed to have last made contact that afternoon with his mother.
"According to eyewitnesses, his own Neighbours, on Saturday afternoon, Mr. Kinyagia’s residence was surrounded by between six and ten Subaru vehicles. His home was forcibly broken into, and the last communication he had was with his mother around 1:00 PM that day. Since then, he has disappeared without a trace," stated the Law Society of Kenya (LSK) when President Faith Odhiambo and the Public Interest Litigation Directorate met Kinyagia's family.
"A report was filed at Kinoo Police Station, and an inventory of seized items—including laptops, passports, and electronic devices was submitted. However, his current whereabouts remain completely unknown."
Operating under X username 'Daguin Dd', Kinyagia on June 19 shared a post of the timetable highlighting the agenda for the June 25 protests from start to finish, including a march to the State House.
