Interior Cabinet Secretary (CS) Kithure Kindiki has initiated a fresh reorganisation within the National Government Administration cadres by transferring 12 county commissioners to new stations.

The reorganisation list released on Thursday, January 25 and sent to newsrooms also saw five county commissioners recalled to the ministry's headquarters in Nairobi.

"To enhance service delivery within National Government Administration cadres, deployment has been re-organized as follows to take effect on 1st February 2024," the statement read in part.

The changes are as follows:

Transfers

Abdirisack Jaldesa has been moved from Mombasa to Nyandarua and will be replaced by Mohamed Nur who has been moved from Tana River. 

Erastus Mbui has been transferred from Kitui to Laikipia and will be replaced by Kipchumba Rutto who has been moved from Busia.

Henry Wafula has been moved from Samburu to Makueni and replaced with Onesmus Kyatha who has been transferred from Nyamira.

Patrick Mukuria has been moved from Murang’a to Kisii and has been replaced with Joshua Nkanatha who until the transfers served as the Kiambu County Commissioner.

Hiram Kahiro has been moved from Ministry Headquarters at Harambee House to Kwale, while Apollo Okello has been transferred from West Pokot and made the Personal Assistant to the Rift Valley Regional Commissioner.

Others affected in the reshuffle are Susan Waweru who has been moved from Nairobi to Siaya and Jacob Ouma who has been transferred from Turkana to Meru.

The reorganization means Tana River, Kiambu, Turkana, Busia, Nyamira, Nairobi and West Pokot are currently without county commissioners as no replacements were named.

Narok and Kajiado have also been left without county commissioners after Isaac Masinde and Jude Wesonga were recalled to the ministry headquarters for redeployment but no replacements were also named.

Recalls

Mohamed Barre was recalled from Nyandarua, Joseph Kanyiri from Laikipia, Isaac Masinde from Narok, Tom Anjere from Kisii and Jude Wesonga from Kajiado.

Promotions

Kindiki further promoted 12 deputy county commissioners to County Commissioners. However, the promotions are subject to the concurrence of the Public Service Commission (PSC).

Those promoted include David Koskei (from Masinga to Tana River), Mohamed Ramadhani (from Trans Mara West to Garissa), Julius Kavita (from Kirinyaga Central to Turkana), Khalif Abdillahi (from Nakuru West to West Pokot), Reuben Lotiatia (from Mt Elgon to Narok), James Taari (from Kajiado North to Kajiado) and Mwangi Meru (from Kwale to Kakamega).

Others are Mwachaunga Chaunga (from Turkana West to Busia), Benson Leparmorijo (from Central to Kisumu), Duncan Darusi (Narok West to Kiambu), John Cheruiyot (from ministry headquarters to Nyamira) and David Wanyonyi (from Mathira East to Nairobi).

Other changes

Kindiki further noted that all regional commissioners and 24 county commissioners will remain at their current stations.

The CS also dropped Wilson Njenga as Internal Security Principal Administrative Secretary and replaced him with Njenga Miiri.

To Note

The National Administration is key in delivering the government agenda in the regions. Regional Commissioners usually chair security meetings and other national administration issues.

The former provincial administration was restructured to accommodate the new commissioners. This followed the ushering of the 2010 constitution.

The regional commissioner replaced the Provincial Commissioners in the new dispensation. They chair and coordinate national government issues in their regions including security matters.

The National Administration is one of the Departments in the Ministry of Interior and Coordination of National Government with a staff complement of 12,575 which includes eight Regional Coordinators, 47 County Commissioners, 289 Deputy County Commissioners, 831 Assistant County Commissioners, 3,256 Chiefs and 8,145 Assistant Chiefs.
