Kimberley Champagne, a 26-year-old serving as the Laikipia County Assistant Commissioner (ACC), addressed numerous queries regarding her duties, responsibilities and key roles of assistant commissioners.

In her recent blog post, Champagne explained that an assistant commissioner in government administration is essential in ensuring the smooth functioning of the county government and the delivery of services to the public.

In addition, he or she is responsible for overseeing and coordinating the administrative functions of the national government in their assigned area, which is usually a sub-county or a division.

An assistant commissioner also undertakes the main duties of assisting the Deputy County Commissioner (DCC) and County Commissioner (CC) in enforcing laws and regulations within their area of jurisdiction, coordinating and overseeing the work of other government officials, such as district officers, chiefs and assistant chiefs, and heads of departments, and acting as a liaison between the county government and local communities.

"The ACC is also responsible for communicating the policies and decisions of the national government to the public and overseeing the implementation of development projects and programs within their area of jurisdiction.

"One of the key responsibilities of the ACC is to represent the DCC and CC in meetings and other official functions," read her blog post in part.

Assistant commissioners are also responsible for coordinating and overseeing the work of security agencies within their area of jurisdiction. In particular, they ensure that the security agencies are working efficiently and effectively to maintain peace and order in the area.

They also play a vital role in ensuring that the county government policies and programs are implemented at the grassroots level and work closely with local leaders, community groups, and other stakeholders to ensure that the needs of the community are being met.

They also play a critical role in identifying and addressing issues and challenges that may arise in their area of jurisdiction.

"The ACC is also responsible for collecting and analyzing data to monitor the performance of the national government in their area of jurisdiction. They use this data to make data-driven decisions and to identify areas that need improvement.

"This helps the national government to be more responsive to the needs of the community and to make better decisions about how to allocate resources," it adds.

An assistant commissioner in a government administration is vital in ensuring that the national government is delivering services to the public effectively and efficiently. They play a critical role in maintaining peace and order in the area and ensuring that the needs of the community are being met.

He or she in this capacity is responsible for coordinating and overseeing the work of various government agencies, and working closely with local leaders, community groups, and other stakeholders to ensure that the county government policies and programs are being implemented at the grassroots level.

Champagne is one of the youngest assistant commissioners in the country and is coincidentally a pilot by training as well as a violinist.

She then enrolled at the United States International University-Africa (USIU) for a Bachelor's Degree in International Relations (IR), and after she graduated, she reignited her aviation dream, expressing in 2022 that she is working hard to complete her license, no matter how long it takes.

Other than aviation, she is also passionate about community work and was fortunate enough to be chosen as an Assistant County Commissioner, who is employed by the Public Service Commission (PSC). They are appointed on a three-year contract that is renewable and subject to satisfactory performance.

Prior to her stint at the ACC, she served as an intern at the Ministry of Foreign Affairs and featured as a violinist at the Kenya National Youth Orchestra. Her skills were notably featured on Sauti Sol's 2015 hit song Nerea.
