Members of Parliament (MPs) have been locked out of their offices at the Kenyatta International Convention Centre (KICC), Viral Tea has learnt.

The matter as of Monday, May 12, has left several lawmakers unable to access their offices over rent arrears amounting to Ksh50 million.

In a letter dated May 9, 2024, the Parliamentary Service Commission’s Accounting Officer, Clement Nyandiere, appealed to KICC Chief Executive Officer (CEO) James Mwaura to allow MPs access to the facilities while awaiting payment.

He confirmed that the legislators had already been blocked from entering the building.

“The PSC is in the process of seeking funds to settle the outstanding amount by the end of the financial year.

"In view of this, we request that you allow the Members of Parliament to continue accessing the facilities at KICC, including patrolling of COMESA grounds without interference,” Nyandiere stated.

In the letter to Mwaura, Nyandiere highlighted that the PSC has a long-standing contract with KICC for providing accommodation and parking for MPs.

He emphasised that the partnership has been in place for years and the PSC has consistently honoured its commitments.

“…although sometimes there have been delays due to exchequer and budgetary constraints. You may recall that this Financial Year, the PSC has settled previous payments totalling Ksh134 million, broken down into Ksh73 million for the year 2023/2024 and Ksh61 million for the current financial year up to December 2024,” Nyandiere said.

The letter was also copied to National Assembly Speaker Moses Wetangula, who chairs the PSC, for his attention.

Though the exact number of MPs currently locked out is unclear, over 40 legislators were based at KICC as of April 2024.

Other MPs have offices at Bunge Towers, while those who did not secure space there through the balloting process were assigned offices at Harambee SACCO Plaza.

At the time of publishing this story, the fate of the lawmakers barred from accessing their offices at the 32-storey tower is uncertain.
