PSC Advertises Chief Administrative Secretary Jobs: How To Apply

The Public Service Commission (PSC) has opened applications for Kenyans interested in the position of Chief Administrative Secretary (CAS) created under former President Uhuru Kenyatta’s administration.

In a job advert dated Wednesday, October 12, PSC is inviting those qualified for the post to apply, reducing fears that it would be scrapped by President William Ruto's administration.

“Following the establishment of the Office of the Chief Administrative Secretary by H.E the President under Article 132(4)(a) of the Constitution as read with Section 30 of the Public Service Commission Act, 2017, the Public Service Commission hereby invites applications from suitably qualified persons who wish to be considered for appointment,” the statement read in part.

Requirements

Those seeking to apply to the positions must first be a citizen of Kenya and have the following;

  1. A Bachelor's degree from a University recognized in Kenya.
  2. Demonstrate ability to manage the administrative-political interface.
  3. Excellent interpersonal and communication skills.
  4. Demonstrate ability to articulate public policies and programmes.
  5. Demonstrate ability to undertake complex and high-pressure tasks that require engagements with multi-institutions and other public officers.
  6. Demonstrate knowledge and application of national values as well as values and principles of public service.
  7. Demonstrate knowledge and application of good governance; and
  8. Meet the requirements of Chapter six of the Constitution.

How To Apply

Kenyans who meet the above criteria and are interested in filling the positions of CAS are notified that each application should be accompanied by;

  1. Detailed curriculum vitae.
  2. Copies of relevant academic and professional certificates and transcripts.
  3. National Identity Card or Passport,
  4. Testimonials and other relevant supporting documents.

Qualified persons are then required to have their applications clearly marked “Application for the Position of Chief Administrative Secretary” and submit them through either of the following means:

  1. Hand-delivered to Commission House, off Harambee Avenue, Nairobi.
  2. Posted to the following address; The Secretary/CEO, Public Service Commission, P.O Box 30095-0100, Nairobi.

A Chief Administrative Secretary will serve on contract as determined by the appointing authority.

The public was notified on Wednesday, September 21 that President Ruto's administration decided to kick start the review process as its intention of creating the post after Uhuru's introduction of the posts was thrown out by the High Court in April 2021.

According to the PSC, CASs will be appointed through a vigorous competitive recruitment exercise that will culminate in being nominated by the President and vetted by the National Assembly.

Uhuru at the time explained that those who would be holding the CAS role would be responsible for helping the Cabinet Secretaries to better coordinate affairs in their respective ministries.

"I have decided to establish a new position in government, the position of Chief Administrative Secretary in all our ministries,” Uhuru stated at the time.

The CAS was simply likened to an assistant minister as per the previous Constitution but was not defined in the 2010 Constitution.

Some of the CASs who held the position in Uhuru's government included Mercy Mwangangi, Wavinya Ndeti, Ababu Namwamba, Rachel Shebesh, Zack Kinuthia among others.

On Wednesday, October 12, the court issued a temporary order barring PSC from advertising the CAS position pending the determination of the petition filed by the Law Society of Kenya (LSK).
