President William Ruto has nominated former Independent Electoral and Boundaries Commission (IEBC) chairperson, Ahmed Issack Hassan as the chairperson of the Independent Policing Oversight Authority (IPOA).

Hassan was among eight candidates shortlisted for the role. The recruitment process is in accordance with Sections 8, 9 and 10 of the Independent Policing Oversight Authority Act, 2011.

"The nominee is an Advocate of the High Court of Kenya with 30 years of experience as a legal practitioner and consultant in various countries including Kenya, Somalia, South Sudan, Namibia, and Afghanistan.

"Mr. Hassan holds a Bachelor's Degree in Law (LL.B) from the University of Nairobi, a Postgraduate Diploma in Law from the Kenya School of Law, and a Diploma in Contemporary Public Administration Management from Galilee International Management Institute, Israel," read a statement in part by Felix Koskei, Chief of Staff and Head of the Public Service.

Nominated to IPOA as members of the Authority were Ann Wanjiku Mwangi, Micah Onyiego Nyakego, Boniface Kipkemoi Samati, Annette Mbogoh, John Muchiri Nyaga, Kenwilliams Nyakomitah and Jackline Lukalo Mwenesi.

IPOA Chairperson of the Selection Panel Arthur Osiya revealed on Tuesday, October 8 that the selection panel initiated the process by inviting applications for the chairperson and member positions on September 13, 2024, through print media and the PSC website.

At the close of applications on September 27, 2024, the panel received a total of 22 applications for the chairperson role and 304 for the member positions.

“Following a review of the applications, the selection panel shortlisted eight candidates for the chairperson role and 37 for the member positions,” Osiya said.

Other Nominations

Salaries and Remuneration Commission (SRC)

At SRC, Ruto nominated Sammy Chepkwony as the new chairperson and is set to replace Lyn Mengich.

"Mr. Chepkwony is currently the Managing Director and Chief Executive Officer at People Centric Management Limited. He began his career as a senior consultant at Pricewaterhouse Coopers (PWC) Kenya," read the statement in part. 

"Since then, he has held various senior positions as Chairperson at Tata Chemicals Magadi Provident Fund, Human Resources Director at Kenya Airways Ltd, James Finlay Kenya Ltd and Human Resource Manager at Nairobi Bottlers Ltd."

Also nominated to SRC were Maj. Gen. (Rtd) Martin Kizito Ong'oyi, CBS (Nominee of the Defence Council), Mr Mohamed Aden Abdi (Nominee of the Senate on behalf of County Governments), Ms Jane Gatakaa Njage (Nominee of TSC) and Mr Leonid Ashindu (Nominee of the Association of Professional Societies in East Africa (APSEA).

Others were Dr Gilda Odera (Nominee of the Federation of Kenya Employers-FKE) and Dr Geoffrey Apollo Omondi (Nominee of COTU).

National Gender and Equality Commission

Hon. Rehema Dida Jaldesa was nominated by the Head of State as the chairperson while Michael Nzomo was nominated as a Member of the Commission.

Commission of Administrative Justice (CAJ)

Ruto nominated Charles Orinda Dulo as the chairperson. Musician Charles Njagua Kanyi alias Jaguar and Ms Dorothy Jemator Kimengech were named as members of the commission.

Jaguar is a well-known Kenyan politician, entrepreneur and musician who made his political debut in 2017 when he vied for and won the Starehe Parliamentary seat on the Jubilee party ticket. However, in August 2022, the lawmaker lost his seat after serving for only one term. 

The former lawmaker holds a Bachelor's degree in Peace Studies and Conflict Resolution from Mt Kenya University which he obtained six years ago, in 2018. 

The Commission on Administrative Justice is a government institution mandated with tackling improper governance in the public sector. As an independent institution, CAJ is mandated to investigate complaints of delay, abuse of power, unfair treatment, manifest injustice and misbehaviour within the government.

Central Bank Of Kenya (CBK)

President Ruto also nominated Gerald Nyaoma Arita as the Deputy Governor of the Central Bank of Kenya.

"The nominee is a career central banker with 36 years of professional experience and is the outgoing Director of the Bank Supervision Department at the Central Bank of Kenya (CBK)," read the statement in part.

Nyaoma has previously held various positions within the Central Bank of Kenya, including Director, Financial Markets Development; Director, Banking Services; Director, Bank Supervision Department; Acting Director, Internal Audit Department; Senior Manager, National Payment Services Division; and Assistant Branch Manager, Mombasa Branch, among others.
