President William Ruto on Thursday, November 2 moved the Office of the Government Spokesperson held by Isaac Mwaura to the Executive Office of the President, slightly close to a month after Mwaura was appointed to the role.

In Executive Order No. 1 of 2023, President Ruto allocated Mwaura's office among the key offices which include the Chief of Staff and Head of the Public Service, Deputy Chief of Staff, President’s Council of Economic Advisors, Secretary to the Cabinet, State House Comptroller and President’s Strategy and Execution Office.

Others include the Secretary to the National Security Council and the National Security Advisor, Office of the Women's Rights Advisor, Office of the Council of Climate Change Advisor, The Private Secretary to the President, Office of Fiscal Affairs and Budget Policy, Office of the Economic Transformation, Minorities and Marginalized Affairs Unit, Head of the Presidential Communication Service and the Statehouse Spokesperson.

Previously, the Spokesperson's office was under the Ministry of ICT. Mwaura was appointed to the role by the Head of State on Wednesday, October 4.

He is deputized by former K24 and KTN News anchor, Mwanaisha Chidzuga and Gabriel Muthuma, who all work together to help the President communicate his policies to Kenyans.

"The issue of dissemination of information regarding government policy and development project; Bwana CS there has been a gap in communicating what the government is doing. We have a lot of projects that the government is doing that have impacted positively society but communication has been missing. 

"I think it is a result of you not taking that role of disseminating information not only in your ministry but also in other ministries. Bwana CS, I would like to urge you to expedite the recruitment of a government spokesperson because we don't have one who will be disseminating that information to the masses," United Democratic Alliance (UDA) Secretary General Cleophas Malala stated on Monday, July 31 when he called for the expedition of the appointment of a government spokesperson to effectively communicate the projects being implemented by President William Ruto's government.

On the changes, President Ruto appointed former Industrialisation Cabinet Secretary Adan Mohamed as the Chief of Strategy Execution in his government, a role that sees him chart a development plan in preparation for Ruto's defence of his current seat in the 2027 general elections.

This will see him stationed at the Executive Office of the President, a promotion from where he was previously serving on the Council of Economic Advisors under David Ndii.

Adan contested in the Mandera governor race in 2022 on the Jubilee ticket but lost. Chief of Staff and Head of Public Service Felix Koskei announced on November 2, 2022, that Adan was appointed to the President's Council of Economic Advisors.

Adan also previously served as the Cabinet Secretary for Industry, Trade & Cooperatives from 2013 to 2018, as well as the Acting Cabinet Secretary for the Ministry of Agriculture, Livestock and Fisheries for a year in 2015.

Prior to his appointment to serve in the Public Service, he was the Chief Administrative Officer for Barclays Africa (now called Absa Bank in Africa), with responsibility for ten (10) Barclays Bank subsidiaries in Africa.

Adan also performed various senior roles in Barclays including CEO of Barclays Kenya for over 10 years and Managing Director of Barclays East and West Africa. He also worked in senior Finance roles at Barclays Bank Group.

The changes were revealed to be aimed at enhancing service delivery.

"Committed to enhancing efficiency, transparency and accountability at all levels of Government through a governance structure and leadership that ensures rapid delivery of public services to Kenyans in every part of the Republic, I hereby order and direct that the Government of Kenya shall be organized as set out in this Executive Order," read the Executive order in part.

"This Order supersedes Executive Order No. 1 of 2023 issued on January 6, 2023."
