President William Ruto has appointed members of selection panels tasked with constituting the Salaries and Remuneration Commission (SRC), the Commission on Administrative Justice (CAJ), the National Gender and Equality Commission (NGEC), and the Independent Policing Oversight Authority (IPOA).

Head of Public Service and Chief of Staff, Felix Koskei, in a statement to newsrooms, revealed on Thursday, August 29 that President Ruto constituted the selection panels to recruit the nominees for appointment as Chairpersons and Members to the Commissions and Offices.

“It is notified that the terms of office for the respective Chairpersons and Members of four Constitutional Commissions and Independent Offices are set to lapse.

"The State Officers appointed to the ranks of those bodies serve a single non-renewable term of six years,” read the statement in part.

Furthermore, the selection panels have been appointed per nominations from professional bodies, organisations, institutions, and State Offices.

They constitute the statutory membership of selection panels for recruitment to the specific Constitutional Commissions and Independent Offices. 

The selection panel for the recruitment of nominees for appointment of SRC chairperson includes Joshua Wambua from the Association of Professional Societies in East Africa (APSEA), Patrick Mtange from the Institute of Certified Public Accountants of Kenya (ICPAK), Monica Sifuna from the Kenya Institute for Public Policy Research and Analysis (KIPPRA), Quresha Abdullahi from the Institute of Human Resource Management, Amos Gathecha and Mary Kimonye representing the State Department for Public Service, Lawrence Kibet from the National Treasury & Economic Planning, and Samuel Kaumba from the Office of the Attorney General.

In the Commission on Administrative Justice (CAJ) which will be tasked with picking a Chairperson and two members, President Ruto appointed Edwin Makori from APSEA as well as Zena Atetwe Jalenga from the National Council for Persons with Disabilities, Jasper Mbiuki from the Executive Office of the President, Susan Chelagat from the Office of the Attorney General, Ambassador Patrick Wamoto, and Joan A. Machayo from the Public Service Commission (PSC).

In the selection panel for the recruitment of a new NGEC chairperson and one member of the commission, the Head of State appointed Arch. Florence Nyole from APSEA, Timothy Odongo from the Kenya Private Sector Alliance, Lerina Kariringah from the National Council for Persons with Disabilities, Dr. Linda Musumba from the Executive Office of the President, Janet Kung’u from the Office of the Attorney General, Maimuna A. Mwidau from the Ministry of Gender, Culture, the Arts & Heritage, Dr Reuben K. Chirchir, and Dr. Mary Mwiandi from the PSC.

In terms of the selection panel for the recruitment of nominees for the appointment of IPOA chairperson and seven members of the commission, President Ruto appointed Arthur Osiya from the Executive Office of the President, and (Rtd) Justice Msagha Mbogholi from the Judicial Service Commission (JSC). 

The others are Dr Joyce Nyabuti from the PSC, Dr Monica Wanjiru Muiru from the Ethics and Anti-Corruption Commission (EACC), Dr Raymond Nyeris representing the Kenya National Commission on Human Rights (KNCHR), and Caroline Naikena Lentupuru from the NGEC.

With the constitution of the selection panels, the government called on qualified Kenyans to apply for the positions of Chairperson and Members of the four commissions.

“His Excellency The President encourages all qualified Kenyans to respond to the clarion call to serve the nation by making applications for the positions of Chairperson and Members of the respective Commissions and Offices once invitations to prospective applicants have been made,” Koskei stated.

Kenyans were also urged to exercise their civic duty by submitting memoranda on the suitability of the candidates who will be shortlisted by the respective Selection Panels.

The notice, however, did not specify deadlines for when the positions would be filled. Those departing offices include Lyn Mengich, Chairperson of the SRC, and Anne Makori, Chairperson of IPOA.
