UPDATE: President William Ruto has officially appointed and gazetted the names of all the 24 Cabinet Secretaries (CS) after the National Assembly approved their nominations following vetting by the Committee on Appointments.

They include the Attorney General Justin Muturi and Secretary to the Cabinet Mercy Wanjau. Ruto gazetted the names of 22 CS appointees approved by the House, including Tourism CS Peninah Malonza whose nomination was initially rejected.

They will be sworn in to office on Thursday, October 27 having assumed their new duties from midnight.

Tourism Cabinet Secretary (CS) nominee Peninah Malonza has had a sudden change of fortune after Members of Parliament (MP) voted to approve her nomination to President William Ruto's cabinet.

National Assembly Speaker Moses Wetangula had put the question to the members on the rejection of Malonza as unanimously proposed by the committee. 

However, the voters opted to overturn the rejection of Malonza through an acclamation vote. Thereafter, Kitui Woman Representative Irene Kasalu rose to move a motion for the house to approve the nominee.

Malonza was notably the first CS in Ruto's cabinet lineup to be rejected by the House. This means that all 24 Cabinet Secretary nominees by President Ruto have been approved, paving the way for their appointment to the top Executive offices in charge of developing and implementing policy and government programmes.

The leader of the Majority Kimani Ichung'wah, who was part of the vetting committee, had noted that the decision to reject Peninah Malonza’s nomination was not a vindication of her suitability to hold public office.

According to him, she did not demonstrate knowledge of technical issues touching on the Ministry and she lacked the requisite abilities and experience to serve as the CS of Tourism.

Minority Whip Junet Mohamed had raised a point of order indicating that more nominees were rejected.

"I want to ask them to pay attention to the report by the Minority attached to the main one that is rejecting the nomination of Aisha Jumwa and Mithika Linturi," Junet stated.

Majority Chief Whip and South Mugirango Member of Parliament (MP) Silvanus Osoro also came to the defence of Malonza, despite some of his remarks drawing uproar amongst the House and across the country.

Osoro lamented that the committee had biasedly turned her down based on the report by National Assembly's Committee on Appointment which vetted all CSs nominated by President Ruto.

"I call upon my colleague leaders that let's learn to put our country ahead of everything.

"My imagination is that even the local politics must have played in this whole thing that warranted the rejection of Peninah Malonza. However honourable Speaker it is wrong to only use one parameter to deny her," Osoro said.

Malonza's nomination to the Tourism docket did not initially sit well with Members of Parliament (MP) from the Azimio la Umoja coalition who faulted how she struggled to prove herself that she was the right candidate to take over from outgoing CS Najib Balala, one of Kenya's longest office bearers of the tourism docket.

Several times she had to be corrected for misquoting facts and failing to admit she made mistakes during the vetting exercise.
