Ruto Appoints Issack Hassan & 12 Others To Top Govt Jobs
The Head of State, through a Special Gazette Notice, directed that the appointees should assume their positions immediately following Parliamentary approval.

President William Ruto has gazetted the appointment of 13 individuals to top state offices, some of whom were nominated to government positions in November.

The 13 officers whose positions were gazetted include the chairperson and board members of the Independent Police Oversight Authority (IPOA). Former Independent Electoral and Boundaries Commission (IEBC) chairperson, Ahmed Issack Hassan was appointed as the IPOA chair.

Members of IPOA whose appointments have been gazetted include Annette Mudola Mbogoh, Kenwilliams Nyakomitah, Ann Wanjiku Mwangi, Boniface Kipkemoi Samati, Jackline Lukalo Mwenesi, John Muchiri Nyaga and Micah Onyiego Nyakego.
''In exercise of the powers conferred by section 11 (8) of the Independent Policing Oversight Authority Act, I. William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Ahmed Issack Hassan to be the chairperson of the Independent Policing Oversight Authority,'' the gazette notice by Ruto read.
Also gazetted by the Head of State include the appointment of the Chairperson and Members of the Commission on Administrative Justice (CAJ), Charles Orinda Dulo.
Appointed members of the CAJ include Dorothy Jemator Kimengech and musician Charles Njagua Kanyi alias Jaguar, who is a former Starehe Member of Parliament (MP).
The President has also gazetted the appointment of the National Gender and Equality Commission (NGEC) chairperson, Rehema Dida Jaldesa, with Michael Mbithuka Nzomo appointed as a member of the NGEC.
''In exercise of the powers conferred by Article 250 (2) of the Constitution and in accordance with the procedure set out in section 11 (9) of the National Gender and Equality Commission Act, 1, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Rehema Dida Jaldesa to be the chairperson of the National Gender and Equality,'' the notice read in part.
The 13 were vetted and approved by the Parliament after Ruto submitted their names for consideration following their nomination on November 12, 2024.
The Commission on Administrative Justice is a government institution mandated with tackling improper governance in the public sector. As an independent institution, CAJ is mandated to investigate complaints of delay, abuse of power, unfair treatment, manifest injustice and misbehaviour within the government.
On the other hand, IPOA provides for civilian oversight over the work of the police in Kenya. The Independent Policing Oversight Authority Act established IPOA in 2011.
NGEC is established by the National Gender and Equality Commission Act, 2011 pursuant to Article 59 (4) of the Constitution of Kenya.
Its mandate is informed by Section 8 of the National Gender and Equality Commission Act 2011, and it focuses on Special Interest Groups, which include women, youth, persons with disabilities (PWDs), children, older members of society, minorities and marginalized groups.
