Energy and Petroleum Cabinet Secretary (CS) Davis Chirchir has been ranked as the worst-performing member of President William Ruto's Cabinet, according to a new report published by TIFA.

The report released on Wednesday, December 13 revealed that Chirchir scored 19 percent, ranked below his Gender counterpart, Aisha Jumwa, who scored 23 percent.

It would be easy to see why. Chirchir has been attracting criticism from Kenyans for among others failing to come up with measures to reduce the frequent power blackouts which cripple businesses in the immediate term, with Kenyans calling upon him to take responsibility for the situation.

Tying at 24 percent were Cabinet Secretaries Alice Wahome (Lands), Zacharia Njeru (Water) and Njuguna Ndung'u (National Treasury), all completing the top five of the worst-performing CSs.

In contrast, Interior CS Kithure Kindiki was ranked the best-performing minister with 65 percent, followed by Prime CS and Foreign Affairs CS Musalia Mudavadi at 62 percent.

Education's Ezekiel Machogu came in third, with Kipchumba Murkomen (Transport) and Susan Nakhumicha (Health) completing the top five.

Trips By Cabinet Secretaries

Regarding visits by CSs, Nairobi emerged top in the areas visited frequently by the Cabinet members, representing 32 per cent, even though the capital city makes up only 11 per cent of Kenya's population.

"An analysis of the top 10 Cabinet Secretaries’ visits (based on available data) highlights a notable disproportion, with a concentration of 32% of their visits in Nairobi, surpassing the city's 11% representation in the national population.

"This observation suggests that factors determining the number of such visits go beyond population alone. Such factors likely include proximity to their offices, presence of strategic infrastructure, and particular events that require government attention, among others," the report explained in part.

The Coast region, which represents nine percent of the country's population, was the second most-visited area by CSs at 16 per cent with the Central Rift region coming in third at 12 per cent. In this case, it is less than the percentage of the country's population, which stands at 17 per cent.

In a stunning twist, the Mt Kenya region represents 22 per cent of the country's population, more than any other region in Kenya. Yet, the CSs visited it 11 percent of the time.

It is the Mt Kenya region that many argue was pivotal in President Ruto securing victory over Raila Odinga of the Azimio la Umoja coalition during the 2022 general elections, termed by many as the vote-rich region.
