The government has announced that 6,000 officers will be deployed to a new police unit dubbed the National Government Administration Police Unit (NGAPU), which will assist in government operations.

The new unit was launched on Friday, January 24, and will operate under the Administration Police Service (APS), designed to assist chiefs in executing operations across the country.

In the launch event presided over by Interior CS Kipchumba Murkomen in Kwale County, it was explained that the unit was formed following recommendations made by the task force that was led by former CJ David Maraga.

"Today, I presided over the unveiling of the National Government Police Unit ( NGAPU) and the launch of the Administration Police Service Roadmap to Service Delivery Revitalization, 2025-2028, at Diani, Kwale County," Murkomen stated in part.

"NGAPU will provide NGAOs with the security capacity necessary to execute delivery of government services, improve public safety and strengthen multiagency collaboration."

Murkomen outlined that the government has already assigned 6,000 police officers to the unit, which is about two officers per chief. There are 3,950 chiefs and 9,043 assistants countrywide.

A draft proposal outlines that NGAPU will assist National Government Administrative Officers (NGAO) in security management and the execution of their duties across all administrative units. NGAPU will provide essential support to NGAOs, particularly in maintaining law and order and offering protective security to government facilities.

They will also enforce national policies and laws, ensuring compliance in various high-risk operations, including land disputes, regulatory enforcement, and campaigns against alcohol and drug abuse.

Additionally, NGAPU personnel will oversee security at public events, such as barazas, while assisting in apprehending suspects and preserving exhibits. Their role extends to supporting NGAOs in conflict management and peacebuilding efforts, collaborating with law enforcement agencies in coordinated responses to complex incidents.

The unit’s duties also include ensuring public safety through compliance with national directives, safeguarding against threats, and executing lawful orders issued by authorities

The roadmap, on the other hand, defines structural and operational steps in realizing a police service that is proactive, innovative and well-equipped to deal with emerging challenges. This is in addition to progressively addressing the long-ignored, but critical welfare issues to motivate the officers.

Murkomen acknowledged that NGAO officials had previously faced a myriad of challenges when enforcing government policies, and expressed that some officials such as chiefs had been attacked while undertaking various government programmes in rural areas.

"The main role of this unit is to support government agencies in enforcing their administrative functions, especially in conflict management and peacebuilding. The unit will be useful when NGAO officials are settling land disputes, managing intercommunal conflict and fighting alcohol and substance abuse," he added.
