A Meru county resident wants Members of the County Assembly (MCA) to initiate proceedings to kick Governor Kawira Mwangaza out of office.

Salesio Mutuma Thuranira wants the MCAs to impeach the governor due to “gross misconduct and abuse of office”.

Mutuma blamed Mwangaza for appointing Francis Mugai as General Manager of the Meru County Revenue Board, alleging that she violated Section 6 of the MOW Revenue Board Act. 2014 with the appointment. This states that such appointments must go through a competitive process and must be approved by the County Assembly.

He also accused the governor of using his husband, Murega Baicu, as a county representative, alleging that Baichu is not a state officer and is not authorized to conduct business on behalf of the county.

Furthermore, he claimed Mwangaza has publicly stated that she is unwilling to work with other leaders because she is an “independent Governor”, with reference to her statements on Facebook.

“It is in the public domain that Mwangaza has employed her sisters as her bodyguard and personal assistant. The husband to her PA is the official diver of the governor. Her cousin is the government spokesman and her husband is the MYS patron which is clearly nepotism an illegality and irregularity,” Mutuma said in his petition in part seen by Viral Tea.

Thuranira further accused her of publicly humiliating them and also unveiling her Cabinet Team, which he claims is a violation of the constitution.

He wants the County Assembly to consider the petition as urgent since it is of public interest and for the MCAs to initiate the impeachment motion against Mwangaza, who has only been in office for less than three months.

He also wants investigations to be done into the aforementioned allegations within a substantive time and for Mwangaza to be summoned to answer to the allegations.

Meru assembly clerk Jacob Kirari said the petition is being studied by the legal team to establish if it meets the threshold.

Interestingly, the petition comes after the Ethics and Anti-Corruption Commission (EACC) faulted Mwangaza for the appointment of her Baicu as the patron of Meru Youth Service and the Ambassador to Meru's hustlers.

EACC further raised an issue with Baicu attending official county functions and assigning duties to county workers despite not being a public officer.

The anti-corruption body faulted Mwangaza's appointment even though she assured that her husband would work for free within the county.

The first-time governor was also accused of hiring two of her sisters; one as a personal assistant and another as her security personnel.

Mbarak maintained that Mwangaza's declaration of his appointment was inconsistent with constitutional provisions on who is a state or public officer.

He also cited a conflict of interest in accusing her of directing county employees to further the interests of a station owned by her husband and that they should also use their social media accounts to promote her administration’s political activities, failure to which they would be sacked.

Mwangaza remained unapologetic over her decision to remove MCAs from the county Whatsapp group in a worsening row between her and them, accusing them of allegedly reporting their grievances to EACC.
