Public Service Cabinet Secretary Moses Kuria has announced his 10-point agenda aimed at enhancing service delivery across all government bodies, including ministries.

In a statement on Saturday, October 21, the CS revealed that the State, via his ministry, intends to enhance government accountability to the public through holding joint forums with other ministries across the country

This will be done through the implementation of Wajibika Town Hall Forums, which he says will aim at holding Cabinet Secretaries and government officers to account regarding service delivery.

Furthermore, he also vowed to track the performance of all public servants and publish the report on a digital platform which he says will be accessible to Kenyans every month.

He indicated that the new direction was in line with the signing of performance contracts kicked off by President William Ruto in August 2023.

"We will roll out a digital tool for tracking Performance Contracts, Project Delivery & Execution and Individual staff performance for all the 90,000+ Public Servants while sharing the results with the public monthly.

"We will implement a digital Ombudsman tool to be known as Pasha for the public to report all cases of denial of or poor service by national and county government institutions and avail all such incidents for public and media scrutiny," he stated.

Kuria also pledged to transform the NYS into a bastion of hope for young people by making it a mandatory leadership college for those who will be absorbed into public service and disciplined forces

The NYS will also play the role of contractor of choice for national and county governments as well as the private sector in Kenya and abroad while recruiting 100,000 youths directly every year and creating an ecosystem of 1 million indirect jobs.

The CS similarly announced plans to make Kenya a thought leader in governance by converting the Kenya School of Government into the African School of Government, which he indicated will take the lead in emerging issues like climate action and green finance among other pressing issues affecting the continent.

He added that the State aims to modernise public service by replacing older public servants with young Kenyans, maintaining an 80:20 ratio between technical staff and support staff.

"We will give every Kenyan an opportunity to work for the government irrespective of social, economic or political status through a digital, transparent and verifiable hiring tool that will distribute available opportunities across the country while seeking to enjoin the Private Sector and Overseas recruiters to use the same transparent platform for jobs and Internships under the mantra 'Jobo Bila Connection,’" he said.

Kuria also pledged to expand the Huduma Network to cover all the 47 counties and expand the range of services to cover all the 5,000 government processes available online while extending the client base to the domestic and international private sectors by making Huduma Centres one of the leading global providers of E-Commerce and Business Process Outsourcing (BPO).

"We will undertake a reform of State Corporations and State Owned Enterprises with a view to cutting wastage and burden to the taxpayers while making them play a supporting role in achieving the objectives of the National Government

"We will maximise government efficiency and effectiveness by instituting government-wide Business Process Re-engineering, technology, people and organisation Review and putting in place a coordination framework that eliminates hand-offs, red tape and over-laps for effective service delivery," he added.
