The Ethics and Anti-Corruption Commission (EACC) has announced the disruption of a key service offered at its Integrity Centre office in Nairobi next week for three days.

In a notice on Thursday, December 21, EACC stated that the Integrity Center Huduma Desk will be closed for three days from December 27, 2023, to December 29, 2023.

However, members of the public were alternatively advised to make use of the Adili online platform to access services through the commission, including submission of self-declaration forms.

“The Ethics and Anti-Corruption Commission Integrity Centre Huduma Desk will remain closed on 27th, 28th and 29th December 2023,” read the notice in part.

"Members of the public who wish to visit our Huduma desk for this service can submit their Self-Declaration forms through the Adili Online system via the link below; https://adili.eacc.go.ke."

The Adili platform is an online platform that allows Kenyans to access the Ethics and Anti-Corruption Commission's digital services.

Among the services available to members of the public through the platform include self-declaration forms, which are purposed for applicants seeking appointment or election to public office or other employments.

How to fill a Self Declaration form online

  • Create your account. An activation email will be sent to your email account and a code to your cellphone via SMS.
  • To activate your account, click the link received in your email and input the code sent through SMS.
  • Sign in to your account and fill in the Basic Information.
  • Click on the Self Declaration Form, fill in the required information, and submit.
  • Download the Self Declaration Form that will be generated, print it and have it commissioned by a Commissioner for Oath/magistrate
  • Scan and upload the Commissioned form into your profile for further internal processing.
  • You will automatically receive an acknowledgement receipt which you can use for your job application.

Other services offered through the Adili platform include bank accounts for all state and public officers operating bank accounts outside Kenya, a method of reporting any form of corruption practices or unethical conduct to the Commission and codes of conduct for organizations submitting code of conduct and ethics to the Commission.

Also offered include gift declaration for organizations and employees declaring gifts received, given or surrendered and conflict of interest for organizations and employees declaring a conflict of interest to the EACC.

In July this year, EACC issued an alert about the fraudulent issuance of fake integrity clearance letters at a fee, stating that it does not charge any fees for processing integrity clearance for job applicants or Self Declarations Forms under the Leadership and Integrity Act, 2012.

It further clarified that it does not issue any integrity certificates or clearance letters to individuals.

Under the prevailing administrative framework, the commission revealed that it issues confidential reports on the integrity status of applicants directly to the requesting institutions.

For clarification, EACC stated that upon receipt of a Self Declaration Form from an applicant, it issues an acknowledgement receipt in the case of online processing or a stamped copy of the Self Declaration Form in the event of manual processing.

"It is either of these documents that an applicant is required to present to the institutions where they are required. Employers are urged to immediately notify EACC of any individual who presents such a letter to them claiming that it has been issued by EACC."

Kenyans can also visit any of EACC's 11 regional offices in Mombasa, Malindi, Kisumu, Bungoma, Kisii, Eldoret, Nakuru, Nyeri, Machakos, Isiolo, and Garissa.
