Matiang'i Officially Summoned By DCI

UPDATE: The Directorate of Criminal Investigations (DCI) has officially summoned former Interior Cabinet Secretary Fred Matiang’i.

In a signed letter to the former CS seen by Viral Tea, Senior Superintended Michael Sang invited Matiang'i to provide information that may assist with investigations into the alleged night raid of his Karen residence on Wednesday, February 8. 

“I have reasons to believe that you, Dr Fred Matiangi, the former Cabinet Secretary, Ministry of Interior and National Co-ordination, is connected to the offence or has information which can assist me in my investigations.

“With the powers conferred upon me under section 52 (1) of the National Police Service Act No 11A of 2011, I hereby compel you; Dr. Fred Matiangi, the former Cabinet Secretary, Ministry of Interior and National Co-ordination, to appear before me at the Directorate of Criminal Investigation situated along Kiambu Road at Mazingira House on the 7th day of March 2023 at 09.30 AM without fail,” read the summons in part.

He warned Matiang'i that failure to comply with the requisition constitutes an offence liable to prosecution.

Former Interior Cabinet Secretary Fred Matiang'i will for the second time not appear at the Directorate of Criminal Investigations (DCI) headquarters along Kiambu Road as it was anticipated on Monday, March 6.

His lawyer, Danstan Omari further noted that there was no valid summons to compel the former CS to present himself at the detectives’ offices.

He further referenced a statement dated March 1, 2023, revealing that the right procedure was not followed in summoning Matiang'i to appear at the headquarters.

"He is not aware of any investigations on him but reckons that constitutional office are at liberty to discharge their mandate; and that he, too, has the right to follow due process as a citizen of this country," the statement read in part.

Matiang'i silently flew back to the country on Saturday, March 4 after a two-week private tour in Europe, and it was expected that he will present himself at DCI offices. However, the tour was subject to criticism by the Kenya Kwanza administration.

Deputy President Rigathi Gachagua on Friday, March 3 termed Matiang’i a coward, having left Kenya for the United Kingdom (UK), adding that Matiang'i escaped summons by the DCI by flying out on Sunday, February 19.

He claimed that he flew out days to the summons as he did not want to respond to the police regarding an alleged raid at his house on Wednesday night, February 8.

Gachagua advised the former CS who served in former President Uhuru Kenyatta's Cabinet to man up and obey the summons just like other Kenya Kwanza leaders who were reportedly tormented under the previous regime.

"He was called to record a simple statement but he decided to flee. Didn't I tell you that these people were cowards?

"They came after us before the elections, but did we run? They arrested me and took away our property and we stayed put," he stated.

Omari however cleared the air by stating that his client had flown to the UK on a regular private visit, transiting through Amsterdam in the Netherlands.

He further added that the CS had nothing to hide as he had been a regular traveller to the UK through Dutch flag carrier airline KLM and that he flew there for family reasons.
