NTSA Issues Directive To Motorists After Shutting Down TIMS Portal

The National Transport and Safety Authority (NTSA) has urged all motorists to validate their eCitizen accounts after it shut down the Transport Integrated Management System (TIMS) portal in preparation to migrate its services to the eCitizen platform.

In a statement on Saturday, December 30, the authority called on all individual motorists and organisations in its directory to adhere to the directive in readiness for the integration of all services with the platform.

The TIMS portal was disabled to allow the integration of services there into eCitizen. Starting January 2, 2024, all motorists will be required to use their eCitizen credentials, that is their username and password, to access NTSA services.

Upon completion of the migration, motorists will be able to use the uniform pay bill 222222 to make payments for NTSA services. 

The agency thus urged its clients to update their eCitizen accounts through which they will be served upon the completion of the services transfer. 

"The TIMS platform is currently unavailable to the public due to the ongoing migration and integration to enable access to all services using the E-Citizen single sign-on.

"In the meantime, we urge all our clients to validate their E-Citizen accounts (Personal and organizational)," said the agency.

In the case of an organisation, the persons assigned to transact on behalf of the companies will be required to log in to their eCitizen account and add the specific organisation using the KRA pin number.

The shift is in line with President William Ruto's directive that all other paybills be shut down and payments for government services be channelled through a consolidated paybill for easier accountability and efficient revenue collection.

Since the Presidential directive took effect, over 14,000 government services are currently accessible and payable on eCitizen, and daily revenue collection has risen to an average of Ksh300 million per day in November.

Before the shutdown, NTSA gave motorists a grace period of two days to complete pending transactions on the portal.

"All clients with pending transactions on the TIMS platform are therefore required to complete their Friday, December 15, 2023, to avoid any inconveniences," NTSA stated on December 13, 2023.

The TIMS portal is a self-service portal that allows motorists to access all NTSA services including vehicle registration, transfer of vehicle ownership, registering changes to vehicles, reflective number plate application, duplicate logbook application and curriculum for training drivers' guidelines. 

NTSA meanwhile proposed new charges that are expected to be rolled out in January 2024, some of which are an increase from the previous charges by up to 900 per cent for services to fund its budget deficit amounting to over Ksh2.3 billion.
