President William Ruto has assigned a new key office to Deputy President Rigathi Gachagua, hours after assigning him new responsibilities.

In Executive Order No. 1 of 2023, the Head of State assigned his junior with the duty of spearheading coffee reforms in the country.

"Now, therefore, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, by the authority vested in me by the Constitution and Statute Laws of Kenya, hereby order and direct that this Order assigns functions and institutions among Ministries and State Departments as hereunder; and that this Order supersedes Executive Order No. 1 of 2022 issued on 12th October 2022," the order stated.

Gachagua was assigned the key institution of The Coffee Sub-Sector Reforms Implementation Standing Committee. This is on top of the seven functions currently mandated to him such as:

1. Deputize the President in the execution of the President’s functions. 

2. Chair Cabinet Committees. 

3. Oversee Implementation of Cabinet decisions across all Ministries and State Departments. 

4. Coordinate Inter-Governmental relations between the National Government and County Governments including Chairing the Inter-Governmental Budget and Economic Council (IBEC). 

5. Liaison with Constitutional Commissions and Independent Offices in matters that require intervention by the National Government including budgets, policy formulation, and implementation of their recommendations. 

6. Coordinate the planning and supervise the implementation of development partners-funded programs and projects. 

7. Oversee Public Sector Reforms, and any other function as may be assigned by the President.

The Head of State, during the Cabinet retreat in Nanyuki, Laikipia County, announced that Gachagua's office would get a state department but this would oversee the good working relationship between the national and county governments.

"The Office of the Deputy President will have a state department that will oversee the relationship between the national and county governments. I deliberately assigned that responsibility to the office of the deputy president so that we can amicably work with the county governments,” Ruto added.

In the Executive Order, the Government Delivery Unit (GDU) in the Office of the Prime Cabinet Secretary was renamed Government Delivery Service (GDS).

The Kenya Coast Guard was included as an institution in the State Department for Interior Security and National Administration.

In the State Department for Citizen Services, President Ruto unveiled the Directorate of e-Citizen services.

The Kenya National Entrepreneurship Savings Trust (KNEST) was included as part of the National Treasury and Economic Planning.

President Ruto also reverted the National Transport and Safety Authority (NTSA) to Transport Ministry from Interior.

He also split the Health Ministry into the Department of Medical Services under PS Peter Tum and Professional Standards PS Dr Josephine Mburu.
