Ruto Adds More Tasks To Gachagua, Mudavadi

President William Ruto has assigned two new responsibilities to Deputy President Rigathi Gachagua and Prime Cabinet Secretary Musalia Mudavadi.

Speaking on Sunday, January 8 during the Cabinet retreat in Nanyuki, Laikipia County, Ruto tasked Mudavadi to oversee the working relationship between the Legislature and the Executive arms of government.

To make sure that the responsibilities are executed, the Head of State announced that a state department would be created within Mudavadi's office.

"The office of the Prime Cabinet Secretary will have a state department that will oversee the relationship between the Executive and the Legislature. I suggest that even as you formulate the final amendment to the Standing Order, his office is engaged so that we can agree on how to have all questions answered in Parliament by CSs,” Ruto stated.

As for DP Gachagua, his office will also get a state department but this would oversee the good working relationship between the national and county governments.

"The Office of the Deputy President will have a state department that will oversee the relationship between the national and county governments. I deliberately assigned that responsibility to the office of the deputy president so that we can amicably work with the county governments,” Ruto added.

The Head of State had on September 27, 2022, assigned Gachagua with the following duties:

1. Deputize the President in the execution of the President’s functions. 

2. Chair Cabinet Committees. 

3. Oversee Implementation of Cabinet decisions across all Ministries and State Departments. 

4. Coordinate Inter-Governmental relations between the National Government and County Governments including Chairing the Inter-Governmental Budget and Economic Council (IBEC). 

5. Liaison with Constitutional Commissions and Independent Offices in matters that require intervention by the National Government including budgets, policy formulation, and implementation of their recommendations. 

6. Coordinate the planning and supervise the implementation of development partners-funded programs and projects. 

7. Oversee Public Sector Reforms, and any other function as may be assigned by the President.

As for Mudavadi, his role as Prime CS involves assisting the office of the President and his deputy in supervising state ministries.

"He will assist the President and Deputy President in the Coordination and supervision of Government Ministries and State Departments. In liaison with the Ministry responsible for Interior and Coordination, oversee the implementation of government policies, programmes and projects.

"Chair and coordinate National Government Legislative agenda across all Ministries and State Departments in consultations with and for transmission to the party coalition leadership in both National Assembly and the Senate," stated Ruto at the time.

Mudavadi will also be charged with facilitating inter-ministerial coordination of cross-functional initiatives and programs and coordinating as well as supervising the technical monitoring and evaluation of government policies programmes and projects across ministries.

In terms of legal battles between state departments and ministries, the President warned the two parties against suing each other, saying that they will be responsible for any damages to lawyers they may incur.

“I have already given very clear instructions to government ministries and departments who, for some reason, one department takes its counterpart to court, and we end up paying huge resources to lawyers. Any government agency that decides to take its counterpart to court will pay using their own money,” he cautioned.
