According to the President, the action to make the changes is aimed at realigning Ministries to optimize performance and enhance service delivery as set out in the Kenya Kwanza Administration's revitalized plan under the Bottom-Up Economic Transformation Agenda (BETA).
If successfully vetted and approved by the National Assembly, Kagwe will take over from Dr Andrew Karanja who is the current Agriculture and Livestock Development Cabinet Secretary.

Lee Kinyanjui is taking over from Salim Mvurya who the President has reassigned to the Ministry of Youth Affairs, Creative Economy and Sports.
The nominations came days after President Ruto met Uhuru at the latter's Gatundu home in an occurrence that rattled Kenya's political scene. Ruto revealed the meeting was aimed at discussions centred on matters of national and regional importance.
During the meeting, the Head of State hailed the 4th President of Kenya's remarkable statesmanship in overseeing the peaceful transfer of power after the 2022 general elections. The meeting between the two leaders sparked speculations on an evolving political alliance between the two leaders.
However, Uhuru maintained that the meeting was normal for sitting and former presidents to engage and consult on matters of national importance for the benefit of Kenyans.
With the nomination of Lee Kinyanjui and Mutahi Kagwe, Uhuru's allies into the Kenya Kwanza government, the president has intensified the allegations of the political alliance between him and his predecessor ahead of the 2027 general elections.
