Teachers' unions have signed a deal with the Teachers Service Commission (TSC) that will give their members a pay rise of between 7 and 10 per cent.

The deal was signed as an addendum to the 2021-2025 Collective Bargaining Agreement (CBA) and comes after a proposal by the Salaries and Remuneration Commission (SRC) to increase the salaries of all civil servants.

The CBA was coined to protect teachers against the new statutory deductions as well as the high cost of living in the country.

Last week, the unions and the TSC leadership met at the Kenya School of Government, but the Kenya National Union of Teachers (KNUT), the Kenya Union of Post-Primary Education Teachers (KUPPET) and the Kenya Union of Special Needs Education Teachers (KUSNET) turned down the TSC's offer of between 2.4 per cent and 9.5 per cent salary increase.

According to them, it was lower than that recommended by the SRC, with the union further accusing TSC of deceit, claiming that the offer was way below the seven to 10 per cent increase recommended by SRC for all civil servants, security forces and teachers.

The signing took place at the Kenya School of Government officiated by the union's secretary general. 

The addendum carries two financial benefits: a basic salary review of up to 9.5 per cent for the lowest-paid teachers and 2.4 per cent for the highest-paid teachers. 

The salary increase will be backdated to July 1. The deal will see the house allowances for teachers working in rural areas and small towns reviewed.

According to the signed CBA, teachers serving at Teacher Grade C2 (the entry level for graduate teachers) will see their basic pay rise by up to Ksh4,164, those at C3 will get Ksh5,141 while the highest (DS) will earn an increase of Ksh4,883.

Teachers in rural areas and emerging towns will also receive a house allowance rise of between Ksh2,100 per month for grade C2 and Ksh8,700 per month for grade D4.

“It is worth noting that 87% of the public teaching services are earning House Allowance under the Cluster 4 category. These are teachers stationed mainly in rural areas. The new salary structure shall be implemented immediately in the August payroll and arrears backdated to 1st July 2023,” a statement released by TSC read in part. 

The resolution was arrived at following negotiations with the teams which most recently met on Friday, August 25 to address the stalemate.

"The Commission has concluded the promotion of 14,738 teachers in August 2023 and has advertised an additional 36,275 vacancies for promotions. The objective of these promotions is to motivate teachers as they advance in their career to improve productivity and performance," the statement added.
