A headteacher from Nthonzweni Primary School in Makueni County was arrested on Wednesday, November 1 for appearing for the collection of 2023 national examination papers for primary school late, drunk, and dirty.

Martin Muteti was arrested at the Kaiti ACC Containers Centre where the papers for the Kenya Certificate of Primary Education (KCPE) and Kenya Primary School Education Assessment (KPSEA) were being picked every morning.

He was immediately arrested and placed in police station cell Mukuyuni and subjected to alcoholic test, according to police.

“It occurred today at about 6.30 a.m. while on supervisory duty.

"The County Security Team together with County directors of Education made an impromptu visit to the Kaiti ACC container and established that one centre manager for Nthonzweni primary school Martin Muteti reported on duty at the said container late and while appearing drunk and dirty," an OB report filed at Mukuyuni police station read.

The Kenya National Examination Council (KNEC)and the Teachers Service Commission (TSC) Makueni directed that Muteti be replaced by his deputy John Kitusa.

The Candidates in class eight and those in grade six began their KCPE and KPSEA examinations on Monday, October 30, and are set to complete them on Wednesday, November 1.

The KCSE examination began on October 23, 2023, after the rehearsals took place on Thursday, October 19, while the Kenya Primary School Education Assessment (KPSEA), Kenya Intermediate Level Education Assessment(KILEA) and KCPE exams begin on October 30, 2023.

There are 1,415,315 KCPE candidates across 28,533 centres, while 1,282,574 are registered for KPSEA exam across 32,584 centres.

KNEC had made it mandatory for centre managers to pick exam papers from designated container areas to seal cheating loopholes and prevent early exposure to examination papers.

The council on Monday, October 23 warned invigilators against sharing confidential information with unauthorised individuals including the candidates until the time of the exams.

"Please adhere to KNEC rules and regulations. Non-compliance will attract sanctions spelt out in KNEC Act," the council warned in part.

The Act indicates that centre managers found guilty of leaking exam papers face a fine not exceeding Ksh500,000 or imprisonment for a term not exceeding twelve months, or both.
