President William Ruto's speech was for the second time this month cut short by a temporary disruption, this time in Kirinyaga County.

An unidentified man cut short the Head of State on Saturday, October 15 as he was giving a speech during the commissioning of Thiba Dam in Kirinyaga.

A video seen by Viral Tea showed the man shouting from the back of the audience gathered in front of the dais where Ruto was speaking, making sure he was well heard, even by the microphones at the venue.

"Mr President, I have a COVID vaccine...," shouted the man, who sent the crowd into laughter and excited chatter as the President promised to have a side chat with him.

"Don't worry about the man who said he has a COVID vaccine, it's not bad. We'll talk with him to establish whether he has knowledge of it, we assist him on the way forward," Ruto said after a long laughter.

He then went back to addressing the audience whereby he was touching on the drought situation in the country.

"This dam has enabled the expenditure to grow from Ksh10 billion to Ksh18 billion every year.

"We have agreed that the Kirinyaga County government through the governor and county assembly will contribute Ksh200 million and as a national government, we will put in Ksh400 million to repair the canals so that water gets to every area," he addressed.

He also promised to ensure that all pending road construction works are completed before his administration embarks on constructing new ones.

"The Hustler Fund will be ready by December. It will be accessed through Saccos without any security. Get ready for single-digit interest rate lending," he announced.

On his part, Deputy President Rigathi Gachagua asserted that the country has come out of a praise and worship of politicians and that President Ruto wants to be told the truth so that he can find solutions.

"The economy will improve. The cost of food (rice, coffee) will come down. You all heard in Kasarani when I said that we found empty coffers, even the rats had fled," he said.

The Ksh7.8 million dam, whose construction began two years ago and ended in June, was reported to be at full capacity by the National Irrigation Authority (NIA) in September.

In June, the dam whose holding capacity is 15.6 million cubic metres, was pumping two million cubic metres of water to the Mwea rice irrigation scheme but this is expected to increase significantly owing to its full capacity.

DP Gachagua and Kirinyaga Governor Anne Waiguru, among a host of other leaders, also graced the launch event.
