Two months after escaping from one of the most secure police stations in the country, the Directorate of Criminal Investigations (DCI) has announced plans to reward Kenyans for information that will lead to the arrest of suspected serial killer Collins Jumaisi Khalusha.

In a statement on Monday, October 28, DCI revealed that a significant cash reward would be given to those who provide information on the whereabouts of the main suspect in the heinous Kware killings that sparked uproar across the nation in July.

DCI maintained that Jumaisi is a wanted individual given that he escaped from police custody during investigations of the Kware dumpsite murders.

"The Directorate of Criminal Investigations (DCI) is seeking the public's help in providing information that could assist in the re-arrest of Collins Jumaisi Khalusha. He was scheduled to be charged with murder but escaped from police custody on Monday, 20/8/2024," read the notice in part.

"A significant cash reward will be provided to anyone with credible information leading to the suspect's arrest. The suspect is from Shiru Sub-location, Shaviringa Location, Hamisi Sub-county in Vihiga County."

Therefore, Kenyans with information on the whereabouts of the suspected serial killer were urged to make a report at any police station in the country. Additionally, information can also be submitted to the police anonymously through their hotlines.

"Information on the suspect's whereabouts can be reported confidentially to the anonymous #FichuaKwaDCI hotline at 0800722203 or the police hotlines 999, 911, and 112, or to any police station in the Republic," DCI added.

His audacious escape sparked nationwide uproar immediately after it happened and prompted Douglas Kanja to visit the Gigiri Police Station on August 20, 2024, just as the committees of Parliament namely the National Assembly Committee on Administration and Internal Security, along with the Senate Standing Committee on National Security, Defence, and Foreign Relations had approved his nomination by President William Ruto as the new Inspector General of Police.

Two days later, five police officers at the station were released on a personal bond of Ksh200,000 each, despite being accused of aiding and abetting the escape of the notorious serial killer plus 12 other suspects. The five; Ronald Babo, Evans Kipkirui, Mollent Achieng, Zachary Nyabuto and Gerald Mutuku, appeared before Senior Principal Magistrate Martha Nanzushi before she granted them bond.

The escape of Jumaisi, who was said to have confessed to killing 42 women from as early as 2022 to July 2024, including his wife, sent shockwaves throughout Nairobi as it emerged that the 13 escaped through a cut-wire mesh over a window at the Gigiri Police Station. The jailbreak was discovered around 5:00 am on August 19, prompting an immediate manhunt.

After his arrest in July, a search warrant served in his house saw a recovery of a battery of items supposedly linking him to the crimes including 24 sim cards, 8 smartphones, 2 feature phones, one laptop and one hard drive, two flash drives and one memory card, one machete,12 nylon sacks, one pair of industrial rubber gloves, one pink female handbag, 2 female panties, 5 rolls of bhang,4 clear sellotapes, one nylon rope, one reflector jacket, 2 title deeds, 2 notebooks Assorted documents.

Jumaisi was first presented at the Kiambu law courts before the Senior Principal Magistrate Peter Ooko who declined to handle the case, arguing that the matter took place in Embakasi and ought to be handled by the Makadara law courts.

On July 15, 2024, DCI identified the serial killer as 33-year-old Jumaisi who further claimed that his first victim was his wife namely Imelda Judith Khalenya whom he strangled to death before dismembering her body and disposing of it at the dumpsite in Mukuru kwa Njenga where multiple bodies, mostly of women, were discovered in the same month.

His lawyer however denied claims that the suspect had willingly offered up the information, claiming that he was tortured and molested by the officers to a confession and it was laughable that they would suggest he had confessed. 

"He says he was strangled to confess. You could tell he was in distress, terrified, and in anguish," his lawyer told journalists after his alleged confession.
