At least 15 Members of Parliament (MP) were revealed to have not made any contributions to the National Assembly close to a year after being sworn in, according to a new report by Mzalendo Trust.

According to the monitoring organisation's scorecard released on Tuesday, August 8, Oscar Sudi (Kapseret), George Aladwa (Makadara), and Samuel Arama (Nakuru Town West) have not contributed to the National Assembly since the formation of the 13th Parliament.

The report added that eight MPs were yet to deliver their first speeches at the August House. Among them include Ronald Karauri (Kasarani), Mohamed Soud (Mvita), Paul Chebor (Rongai) and Ernest Kagesi (Vihiga).

Joseph Iraya (Nominated), Teresia Wanjiru (Nominated), Elizabeth Kailemia (Meru Woman Rep), and Muthoni Marubu (Lamu Woman Rep) were also yet to make their inaugural speeches.

Charles Gimose (Hamisi), Feisal Bader (Msambweni), Innocent Momanyi (Bobasi) and Mohamed Soud (Mvita) and Fred Kapondi (Mt Elgon) were also revealed to be yet to speak on the floor of the House.

On the Senate side, the least active Senators were Mirah Abdullahi, Joyce Korir, and Shakilla Abdalla, all of whom are nominated. Also included among the less active were George Mbugua (Nominated) and Issa Boy Juma (Kwale).

In comparison however, the most active MPs were Makali Mulu (Kitui Central), Beatrice Elachi (Dagoretti North), James Nyikal (Seme) and Ken Chonga (Kilifi South).

Gitonga Mukunji (Manyatta) of the United Democratic Alliance (UDA) was a youthful MP who stood out as the most active MP, having made a total of 21 contributions.

Nominated MP Irene Maka came second with a respectable 12 contributions while Jesses Lelmengit of Emghwen made 11 valuable contributions.

Robert Ngui Basil (Yatta), Jushua Kamilu (Kaiti), and Amos Mwango (Starehe) also made an impact in the 13th Parliament with substantial contributions.

On the Senate side, Samson Cherargei (Nandi) from the United Democratic Alliance was the most vocal member, closely followed by Eddy Oketch (Migori), John Kinyua (Laikipia), and Mohamed Faki (Mombasa).

The report further names the most active counties in Parliament with Nandi County at the top (7.8%), Nairobi County (6.0%), Kisumu County (4.8%), Laikipia County (3.9%) and Bungoma County (3.9%).

On the other hand, the least active counties were Tana River County (0.30%), Tharaka Nithi County(0.30%), Vihiga County (0.50%), Nyandarua County (0.60%), Samburu County (0.70%) and Garissa County (0.70%).

However, the watchdog noted that the report only covered plenary proceedings, whose information is readily available to the public.

“Information on committees’ proceedings is not as readily available. The limited access thus makes it hard to incorporate them into the rankings,” Mzalendo Trust stated in its report.

"Ignore that ranking. It is based on who are the loudest noisemakers in the house and all of us cannot be parrots. I speak only when necessary," ODM Nominated Senator Hezena Lemaletian reacted to the report, despite having said to have spoken 21 times.
