President William Ruto on Sunday, May 21 trained his guns on the National Land Commission (NLC), cutting down its powers with immediate effect.

Speaking during a Sunday Service at Isiolo Boys High School, Ruto revealed that NLC was hit with massive corruption which mostly emerged from the compensation process.

Consequently, Ruto directed that only the Ministry of Lands will carry out land evaluation for fair compensation.

"I have said that in my government, I have directed that there will be no form of corruption.

"And that is why I have instructed that NLC will no longer be involved in evaluation on matters concerning land compensation. Their business is to give the Ministry of Lands which will be doing the evaluation," he ordered.

Ruto went on to blast NLC for letting wanton corruption schemes run amok within its systems, exposing cases where it fell victim to bribery for the evaluation of land.

"I want NLC to listen to me carefully because that is where corruption is rampant. Someone gives a bribe and a land that is worth Ksh100,000 is valued at Ksh1 million and if you do not pay your land is undervalued.

"That must stop immediately," a no-nonsense Ruto fired at NLC.

Ruto also called out NLC for being dishonest in how it arrived at its final figures in terms of compensation schemes.

"If six years ago you valued a land at Ksh5, how then can that now reduce to Ksh2" the President wondered.

The Head of State promised that he would ensure that every Kenyan would get equal resources and that the law would apply to every Kenyan in equal measure.

"Going forward, it is not possible for NLC to decide where the compensation is going to happen, who is going to be compensated and then they also decide how much it is going to be paid.

"We must separate powers for purposes of accountability. NLC will work on their mandate and the Ministry of Lands will handle the valuation," Ruto stated while slashing NLC powers.

The National Land Commission (NLC) is a constitutional commission established under Article 67 (1) of the Constitution of Kenya 2010. It was operationalized by the National Land Commission (NLC) Act, 2012, the Land Act, 2012 and the Land Registration Act, 2012.

The Commission is headed by Chairperson Gershom Otachi and Kabale Tache who is the Acting Chief Executive Officer (CEO). 

Among the mandates are to manage public land on behalf of the national and county governments, recommend a national land policy to the national government, advise the national government on a comprehensive programme for the registration of titles in the land throughout Kenya and conduct research related to land and the use of natural resources, and make recommendations to appropriate authorities.
