Ruto Fires Water Boss Appointed By Uhuru

President William Ruto has continued his ruthless purge of individuals appointed to key positions by his predecessor, Uhuru Kenyatta.

The President, through a Gazette notice dated February 1, 2023, revoked the appointment of Uhuru's ally Omar Boga as Coast Water Works Development Agency board chairman.

Ruto named Daniel Katama Mwaringa to act in Boga's capacity for a period of one year.

“In exercise of the powers conferred by section 7 (3) of the State Corporations Act, as read together with section 66 (1) (a) and (b) of the Water Act, I, William Samoei Ruto, President and Commander-in-Chief of the Kenya Defence Forces, appoint — (i) Daniel Katama Mwaringa, as Chairperson of the Board of Directors of Coast Water Works Development Agency, with effect from the 1st February 2023, up to 25th February 2024,” the notice read.

The Head of State further revoked the appointments of Hussein Ahmed Farah, Rehana Ismail, Abdul Timimi and Joseph Charo Kambi who were members of the board.

According to the notice, Mwaringa’s appointment took effect from February 1, 2023, for a period of one year to February 25, 2024.

“I appoint, Hafswa Abdalla Dele, Judith Wabosha Mwamburi, and Mohamed Masoud Mwahima, as members of the Board of Directors of Coast Water Works Development Agency,” the Notice further stated.

Boga was appointed to the agency on February 26, 2021, for a period of three years. The position fell vacant in 2020 following the death of former Kilifi South MP Mustafa Idd.

Boga is the brother of former Agriculture Principal Secretary Hamadi Boga. He had vied for the Msambweni Constituency by-election in 2020 under the Orange Democratic (ODM) Party.

However, he lost in the by-election to independent candidate Feisal Bader, an ally of President Ruto who garnered 15,251 votes.

The by-election worsened the rift between Uhuru and Ruto as the former openly endorsed Boga who was vying through the opposition party while Bader was vying as an independent candidate.

He once served as the ward representative for Bongwe/Gombato ward and was the majority leader in the county assembly.

In another appointment, Water, Sanitation, and Irrigation Cabinet Secretary Alice Wahome has revoked the appointment of Macharia Kariuki, Livingstone Indiete, Hesbon Odumbe (Eng.), Edward Kobuthi, as members of the Board of Directors of the Water Services Regulatory Board.

Ruto has been reorganising key government institutions through several appointments and terminations from boards and parastatals to streamline service delivery and ensure he delivers on his key promises to Kenyans before he was elected on August 9, 2022.
