President William Ruto has nominated former Treasury Principal Secretary Kamau Thugge as the next Governor of the Central Bank of Kenya.

Thugge was nominated to replace outgoing CBK Governor Patrick Njoroge.

"His Excellency Hon. William Samoei Ruto, PhD, C.G.H., President and Commander in Chief of the Kenya Defence Forces, has, on the recommendation of the Public Service Commission, nominated Dr Kamau Thugge, CBS for appointment as the Governor of the Central Bank of Kenya (CBK).

"The Presidential nomination comes ahead of the imminent retirement of Dr. Patrick N. Njoroge, CBS who has served the nation with distinction as the ninth Governor of the Central Bank from 19th June 2015 and who is statutorily ineligible for reappointment," stated Felix Koskei, Chief of Staff and Head of Public Service, in part.

Should Thugge receive the seal of approval of the National Assembly, he will be the tenth Governor of the Central Bank of Kenya.

Kamau Thugge Profile

Thugge is a career economist who has served in senior positions within fiscal, monetary, and economic policy-making positions both locally and abroad.

He is currently serving the nation as a Senior Advisor and Head of Fiscal & Budget Policy within the Presidency; in addition to serving as a Member of the President's Economic Council.

The former PS hold a Doctoral Degree in Economics from John Hopkins University in Maryland, USA and had a long and successful career at the International Monetary Fund from 1985 to 2010; where he served in the positions of Economist, Senior Economist, and Deputy Division Chief.

At the promulgation of the new constitution, Dr Thugge was a key cog of the team that designed Kenya's current fiscal decentralization system following the advent of devolution.

Thereafter, he was appointed as the Principal Secretary of the National Treasury in the Fourth Administration, a position in which he served from 2013 to 2019.

The nomination followed a competitive recruitment process carried out by the Public Service Commission pursuant to the provisions of Section 13 of the Central Bank of Kenya Act, Chapter 491 of the Laws of Kenya.

President Ruto expressed confidence in Thugge and asked the Members of Parliament to consider his nomination as soon as possible.

"The President has transmitted the nomination to the National Assembly for consideration by the August House in fulfilment of the legal requirements set out under the Constitution and the Central Bank of Kenya Act," Koskei added.

Thugge was shortlisted by the Public Service Commission (PSC) alongside the likes of Dorcas Muthoni Mutonyi, Haron Sirima, Edward Sambili, Nancy Onyango (IMF Director of Audit), and Adan Abdulla Mohamed.

PSC also called upon members of the public to avail any credible information on the mentioned candidates through a sworn affidavit to the Secretary/Chief Executive Officer of the Commission.

What Does A CBK Governor Do?

CBK's management team includes the Governor and two Deputy Governors, all of whom are recruited through a transparent and competitive process, approved by Parliament and then appointed by the President.

The Governor is the Chief Executive Officer (CEO) of the Bank and is therefore responsible for its overall management.

He or she is also the Bank’s official spokesperson. The Governor and Deputy Governors serve for a four-year term and are eligible for a further appointment of one additional term.
