2024/25 Budget: Breakdown Of Sectors Ksh4 Trillion Was Allocated To
The CS underscored the government's ambitious plan that triggered the Ksh4 trillion budget allocation for the next fiscal year.

National Treasury Cabinet Secretary Njuguna Ndung'u on Thursday, June 13, presented the 2024/2025 budget statement at the National Assembly. It is the second budget to be read by the Kenya Kwanza government since ascending to power in September 2022.
While briefing the lawmakers, the CS underscored the government's ambitious plan that triggered the Ksh4 trillion budget allocation for the next fiscal year.

Education
Ndung’u proposed the education sector be allocated Ksh656.6 billion or 27.6 percent of total government expenditure.

This is arguably the biggest allocation to any sector and is an increase from the previous year's budget where Ksh630 billion was allocated to the education sector.
The allocation includes; Ksh358.2 billion to the Teachers Service Commission (TSC), Ksh142.3 billion for basic education, Ksh128 billion for higher education and research, and Ksh30.7 billion for technical vocational education and training.
Health
The CS also proposed an allocation of a plum Ksh127 billion to the health sector, one of the critical sectors in the whole of Kenya. This includes Ksh4.2 billion for the Universal Health Coverage (UHC).
Ksh2 billion was allocated for free maternity healthcare, Ksh3.6 billion for managed equipment services and Ksh865 million to provide medical cover for orphans elderly and severely disabled persons.
Furthermore, Ksh4.6 billion will cater for stipend and acquisition of specialized equipment for community healthcare promoters and Ksh4.1 billion for primary healthcare fund.
Security
The CS proposed an allocation of Ksh377 billion to National Security, stating "These allocations are to the National Police Service, Kenya Defence Forces and the National Intelligence Service."
To step up the fight against crime, the Treasury proposed an allocation of Ksh918 million to the National Forensic Laboratory.
Agriculture
CS Ndungu proposed an allocation of Ksh54.6 billion to the agriculture sector to enhance transformation, an allocation that includes Ksh10 billion for the fertilizer subsidy program.
Ksh6.1 billion went to the national agricultural value chain project, Ksh2.5 billion to the enable youth program and Ksh2.4 billion to enable youth and women in agriculture.
Also, Ksh747 million went to the small-scale irrigation value addition project and Ksh642.5 million to the food security and crop diversification project.
“To improve livestock production, I propose Ksh2.4 billion for derisking inclusive and value enhance of pastoral economies program, Ksh1.5 billion for livestock value chain support project, Ksh1.5 billion for Kenya Livestock commercialization program.
"Ksh192.5 million for the embryo transfer project and Ksh300 million for the development of the letter industrial park,” Njuguna stated.
Housing
CS Ndung'u proposed an allocation of Ksh92.1 billion to Housing, Urban Development, and Public Works.
“This includes Ksh8.3 billion under the Kenyan Urban Program, Ksh3 billion to Kenya Mortgage finance company for enhancement of the company’s capital as well as lending to the primary mortgage lender, Ksh32.5 for the construction of the affordable housing units, Ksh15 billion for the construction of social housing units.” The Treasury CS said.
Other Allocations
Ndung'u also proposed an additional allocation of Ksh5 billion to the Hustler Fund, Ksh200 million to the youth enterprise development fund, Ksh162.5 million for the Center of Entrepreneurship project, and Ksh1.9 billion for the Rural Kenya financial inclusion facility.
The Treasury also proposed the allocation of Ksh500 million for the modernization of KCC facilities. Similarly, a Ksh182.8 million allocation would be made to the Women Enterprise Fund to aid women's enterprises.

"In support of the local manufacturing, the government proposes to allocate Ksh400 million towards the Special Economic Zone in Naivasha," the CS revealed, adding "Ksh36.6 Billion has been allocated towards water and sewerage," the CS added.
Meanwhile, the CS announced that county governments would receive Ksh400.1 billion as an equitable share for the first time in 12 years.
To scale up the fight against corruption, the CS proposed a Ksh4.2 billion allocation to the Ethics and Anti-Corruption Commission (EACC) and the Office of the Director of Public Prosecutions.
Additionally, Ksh6.9 billion would be allocated to the State Law Office and Ksh8.7 billion to the Office of the Auditor General.
